- This Sources Sought Notice is being published for the purpose of conducting Market Research to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This is not a solicitation. All costs associated with providing information, as requested by this Sources Sought Notice, shall be the responsibility of the submitter. Submission is voluntary. This requirement is for the furnishing and delivery of 2-D and 3-D multichannel seismic reflection data in digital format from various areas of the United States, including Alaska. All work will be performed by the contractor at the contractors facilities. The multichannel seismic reflection data should typically have been acquired on land using dynamite or vibroseis sources, or offshore using air gun sources and streamer or ocean bottom receivers. The data should have been processed with pre-stack time and/or depth migration algorithms. The data should be of such quality as to allow the USGS interpreters the ability to distinguish key geologic features. Data should be of sufficient resolution to allow interpretation of subsurface structures such as faults and folds, and diapiric structures caused by salt or mud flow, and subsurface formations that function as source rocks, reservoirs and seals in petroleum systems. The acquisition parameters are 1) Energy Source: Dynamite and/or vibroseis on land; air gun offshore; 2) Record Length: 1 second or more; 3) Sample Rate: 4 milliseconds or less; 4) Number of Recording Channels: 24 or more; and 5) Stack Fold: 6 more. The processing parameters are 1) data must have the latest version of processing using industry standard techniques regardless of acquisition year; 2) depth data should include details on velocity model used for the time to depth conversion; and USGS requests the data using the latest version of processing available to the vendor even if the data have been re-processed at a later date. The contractor shall provide the USGS search access to its entire data library of 2-D and 3-D multichannel seismic reflection data from the United States, including Alaska. The USGS will select data from this library primarily from the areas listed below, but it reserves the right to select data from other areas as the need arises. The USGS will have access to the vendor data library with an interactive search tool or GIS map search. Data coverage should include the following U.S. counties: Arizona Counties; Apache, California Counties; Fresno, Inyo, Kern, Los Angeles, Madera, Mono, Santa Barbara, Ventura, Colorado Counties; Archuleta, Conejos, Dolores, Hinsdale, Huerfano, Jackson, La Plata, Mineral, Montezuma, Ouray, Rio Grande, Saguache, San Juan, San Miguel, Mississippi Counties; Hinds, Madison, Rankin, Montana Counties; Musselshell, New Mexico Counties; Catron, Eddy, Harding, Lea, Los Alamos, McKinley, Otero, Rio Arriba, Sandoval, San Juan, Santa Fe, Union, Texas Counties; Brewster, Crockett, Culbertson, El Paso, Hudspeth, Jeff Davis, Loving, Pecos, Presidio, Reeves, Terrell, Val, Verde, Ward, Winkler, West Virginia Counties; Kanawha, Wyoming Counties; Fremont, Sublette, Sweetwater. Performance period is tor twelve (12) months. Interested firms who feel they can provide the 2-D and 3-D multichannel seismic reflection data in digital formation (based upon the criteria specified herein), are invited to submit in writing an affirmative response to this announcement. An affirmative response must include references with contact names, email address, and phone numbers. These references are to be for contracts similar in scope to the contract under consideration. This information will be evaluated and used to determine if competitive opportunities exist. All responses must be submitted NLT August 2, 2013 at 4:00 pm MDT via e-mail to: mcorbett@usgs.gov. This is NOT a Request for Quotation (RFQ), Request for Proposal (RFP), or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this Sources Sought Notice will be used by the government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on the Federal Business Opportunities (Fedbizopps.gov) website and no paper copies will be provided.
