- The Mine Safety and Health Administration (MSHA) intends to procure (3) Automated Weighing Systems (AWS) for its Office of Technical Support, Pittsburgh Safety and Health Technology Center (PS&HTC), Dust Division, Weighing Branch located in Bruceton Pennsylvania. The instrument will be used for weighing respirable dust cassette capsules utilized in industrial hygiene health surveys conducted in the mining environment. This unit will be installed in an ISO Class 7 clean room. The AWS unit shall consist of a combination of robotic arms, turntables, micro balances, and all required accessories to conduct the automated weighing of the 37mm aluminum capsule contained inside of Zefon International, Inc. products #803462, and #711361 dust sampling cassettes. MSHA technicians will manually remove the capsule from the cassette prior to placing them on the provided racks and weighing of the capsule by the AWS unit. A subsequent service maintenance agreement will be issued as a separate follow-on contract. THIS PRE-SOLICITATION NOTICE is an announcement for an upcoming solicitation for Full and Open competitive responses. The anticipated solicitation date for solicitation number 465-13MR-2231 shall be on or about August 7, 2013. The AWS is considered a commercial item as defined by FAR part 12 and shall be shipped and installed at the Pittsburgh Safety and Health Technology Center (PS&HTC), Building 38 Room112, 626 Cochran Mill Road, Pittsburgh, PA 15236. The solicitation will be made available on the FedBizOpps website located at www.fbo.gov. No hard copies will be provided. It is the responsibility of potential offerors to frequently check FedBizOpps website for amendments. A site visit will be required. The RFP will close approximately twenty-one (21) days after the RFP is posted. All technical specifications, required information and instructions to offerors submitting responses shall be included in the solicitation. The North American Industry Classification Code (NAICS) is 334516: Analytical Laboratory Instrument Manufacturing. The size standard for this code is 500 employees. All responsible sources may submit a quotation which will be considered by the agency. One or more of the items under this acquisition may be subject to Free Trade Agreements. Anticipated award date will be in Sept 2013. Additional requirements for the AWS are as follows: (A) The unit shall be programmed and tested at the vendor's facility to verify functionality prior to shipment to PS&HTC. (B) Have removable racks that hold the sample capsules during processing that are easily gripped and carried by laboratory technicians. (C) Racks can be no larger than 13.5 " tall x 12 " wide x 5 " deep. (D) Deformation of the sampling capsule during processing: Less than +/- 0.005 mg mass and +/- 3 mm diameter change. (E) Weighing Range: 0.001 mg to 1.5 grams. (F) Process time to retrieve, weigh, record, and replace each sample on the rack: Less than 3 minutes per capsule. (G) Drift over 30 days: Less than 0.015 mg. (H) The vendor shall provide two microbalances per unit. (I) Balance to balance precision: Less than 0.010 mg. Performance Requirements: The AWS unit shall be a turn key unit that transports the sample capsule from the rack to a microbalance for weighing, records the sample weight to 0.001 mg, records the cassette id via two dimensional barcode reader, stores run data either as a txt, excel 2010, or csv file format, and replaces the sample capsule back on the rack within three minutes per sample capsule. Every twelfth sample weighed will be weighed a second time on a second balance and the weights must have a difference of less than 0.010 mg with the weighing from the first balance to continue. The vendor will be responsible for programming the run sequences as specified in the forthcoming solicitation PWS. The unit must be easily programmable by the end user once installed and training is given. The overall size of the unit including all tables, benches, robotic arms, and turntables shall not exceed 4 feet wide by 5.5 feet long. The height of the surface of the weighing tables and bench shall not exceed 34" high and a maximum height of the installed unit, including all arms, racks, tables and accessories is 6 feet. All unassembled components must pass through a standard 36" x 84" doorway. Workstation Software Requirements: MS Windows 2007 and Microsoft Office 2010. Barcode reader software, if required, must be MS Windows 2010 compatible. Automated recording of all data and sample cassette identification into CSV, MS Excel, or Text formats.
