- Description
- The General Services Administration is requesting proposals from electric generation suppliers to provide electric power supply to Federal accounts in Connecticut, Massachusetts, Maine, New Hampshire and Rhode Island. The successful offeror(s) will supply all electricity components for potential contract terms ranging from twenty-four (24) to thirty-six (36) full billing months. The first deliveries will begin with the January 2014 meter read dates as specified on Exhibit 1. A six (6) month extension period is included in the contract. The approximate total annual electric requirement is 330,250 MWhs per year. The Government has divided its requirements into seven (7) pricing groups. One pricing group (Maine) will request a firm fixed price. Two pricing groups will request index pricing. And four (4) pricing groups will request index plus a percent of load hedged pricing product. The percent of load hedged pricing product will fix 85% of the on peak usage for the months of January, February, July, August and December for the four (4) applicable pricing groups. Evaluation procedures for the index and percent of load hedged pricing products will be provided. Multiple awards will be considered. The renewable power content for all pricing groups will be 7.5%. Offerors are not required to offer pricing for all pricing groups. All pricing groups are available on a full and open competition basis. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract(s) to the offeror(s) that offers the best value as defined in the solicitation and meets the solicitation's technical requirements. Supplier technical responses to the solicitation are due no later than 2:00 p.m. on August 13, 2013 via email to the Contracting Officer (see solicitation instructions). Pricing will be submitted in accordance with the solicitation on August 20, 2013 via an online reverse auction process.
