- PRE-SOLICITATION NOTICE FOR HOSTED PAYLOAD SOLUTIONS (HoPS) The Department of the Air Force, Air Force Space Command (AFSPC), Space and Missile Systems Center (SMC), Development Planning (XR), Hosted Payload Office (HPO), intends to release a Request For Proposal (RFP) on or about 01 August 2013 for Hosted Payload Solutions (HoPS) contract. The Classification Number, NAICS Code, and Size standard are V126, 481212, and 1500 respectively. Per FAR 15.202, this notice is to provide information about the forthcoming solicitation in order for a potential Offeror to make an informed decision about whether to participate in the acquisition. Small and Small Disadvantaged businesses are encouraged to submit offers as prime contractors. The HoPS contract will provide SMC and other Government organizations with a capability for hosting Government payloads on commercial spacecraft. SMC/XR is anticipating the award of a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract that matches Government payloads with commercial satellites using commercial timelines. The HoPS contract will procure a fully functioning on-orbit hosted payload system, integrated ground system, and interfaces that deliver payload data to the Government end-user(s). The IDIQ contract provides the flexibility to implement future delivery orders (DOs) as study DOs or mission DOs to meet the different needs of the Government Program Office (GPO) missions. This flexibility allows the Government to perform initial systems engineering studies to enhance mission success, minimize execution and schedule risk, provide early host contractor support to the GPO during the payload development process, maximize competition to assure favorable contract terms, and obtain a variety of hosting opportunities. A competitively awarded study DO provides a cost effective means to assess early suitable hosting options with limited funding commitment while the payload is in development phase. It also protects the GPO from risks associated with a late payload development schedule for a competitively awarded mission DO, where a large funding commitment is required to launch and conduct hosted payload flight operations. On the date of the final RFP release to Industry, the Government will post an announcement and the final RFP documents on FedBizOpps at www.fbo.gov. Draft versions of the RFP documents are currently available on FedBizOpps at www.fbo.gov ; solicitation number 13-81. This notice is for information and planning purposes only; it does not constitute a Request for Proposal nor is it to be construed as a commitment by the Government to award a contract. The Government will not recognize any cost associated with submission of information in response to this or previous notices. The Government will not pay for any effort expended in responding to this notice.
