Description
Location: Various locations within Washington Headquarters Services' area of responsibility, including but not limited to the District of Columbia, Maryland, Virginia, and Pennsylvania. It is anticipated that the majority of the work will be performed at the Pentagon Reservation located in Arlington, VA Set-Aside: HUBZone Small Business Concerns Contracting POC: Maria Calica, maria.calica@whs.mil FOR INFORMATION ONLY: This Synopsis is ONLY NOTIFICATION that a solicitation will be issued. All questions regarding this notice should be submitted in writing by email to the POC-Contract Specialist noted above. It has been determined that competition will be limited to HUBZONE SMALL BUSINESS CONCERNS. The North American Industry Classification Standard (NAICS) is 236220 and the annual size standard is $33.5 million. Interested parties must be registered in the System for Award Management (SAM) at https://www.sam.gov. Offerors must also be listed at http://web.sba.gov/pro-net/search/dsp_dsbs.cfm for HUBZone verification. The work to be acquired under this contract is for new construction and renovation by design-build or design-bid-build of general building construction at various locations within the Washington Headquarters Services' area of responsibility, including but not limited to the District of Columbia, Maryland, Virginia, and Pennsylvania. It is anticipated that the majority of the work will be performed at the Pentagon Reservation located in Arlington, VA. Types of projects may include but are not limited to the renovation and new construction of commercial and industrial buildings, sustainment, restoration, and modernization of existing facilities and infrastructures, furniture, fixtures, and equipment, energy management controls as necessary to provide turnkey construction solutions, as well as renovation and/or installation of mechanical, electrical, and plumbing systems and exterior work, to include concrete and limestone installation or repair, and asphalt paving. This procurement consist of one solicitation with the intent to award five or more Indefinite Delivery Indefinite Quantity (IDIQ) Construction Contracts to the responsible offeror(s) whose proposal(s), conforming to the RFP, will be most advantageous to the Government resulting in the Best Value, price and non-price factors considered. Award may be made to a firm other than that submitting the lowest price. Offerors are advised award may be made without discussions or any contact concerning the proposal received; therefore, the offerors' initial proposals should contain the offerors' best terms. The Government reserves the right not to award the Proposed Task Order 0001. CONTRACT DESCRIPTION: This is a Multiple Award IDIQ contract with no pre-established fixed contract prices. The actual amount of work to be performed and the time of such performance will be determined by the Contracting Officer or his/her properly authorized representative, who will issue task orders to the contractor. Award of task orders will be on a firm fixed price basis. AWARD INFORMATION: Selection for award will be based on evaluation of the following: Factor 1: Past Performance; Factor 2: Technical; and Factor 3: Price. Factor 1 and Factor 2 are equal importance. Factors 1 and 2 combined are significantly more important than Factor 3. The Government fully intends to evaluate proposals and award the contract without discussions with offerors; therefore, proposals should be submitted initially on the most favorable terms. ADDITIONAL INFORMATION: Term of contract: Each of the resulting contracts will be for a base year of 12 months (or less, as determined by the Contracting Officer if the maximum contract amount is ordered by the Government). Options: Each contract contains four (4) 12-month options for a total maximum duration of 60 months or estimated maximum dollar value (see below), whichever occurs first. Amounts: The maximum dollar value, including the base year and all options, for all contracts combined is $300,000,000. Task Orders: After the award of the initial contracts, each awardee shall be given a fair opportunity to be considered for each Task Order, except under those circumstances described in the contract. Task Order Limitations: Task orders will range between $300,000 and $10,000,000. Task Orders may fall below or above this limit; however contractors are not obligated to accept such task orders under the general terms of the contract. Minimum Guarantee: The Government makes no representation as to the number of Task Orders or actual amount of work to be ordered, however, during the term of the contract, a minimum of $10,000 is guaranteed to each awardee and is applicable to the base year only. Contractors are not guaranteed work in excess of the minimum guarantee specified herein. Proposed Task Order 0001/Seed Project: The seed project will be a Design/Build Air Force Alteration Project located at the Pentagon, Arlington, VA. A pre-proposal conference will be held approximately two weeks after issuance of the RFP. Further information regarding the pre-proposal conference will be included in the solicitation. THIS SOLICITATION WILL BE OFFERED IN ELECTRONIC FORMAT ONLY. NO HARD COPIES WILL BE PROVIDED. The RFP will be posted on the Federal Business Opportunities (FEDBIZOPPS) website at https://www.fbo.gov/. IT IS THE CONTRACTOR'S RESPONSIBILITY TO CHECK THE FEDBIZOPPS WEBSITE DAILY FOR ANY AND ALL AMENDMENTS TO THE SOLICITATION.
