- Request for Quote, Statement of Work & Clauses This is a commercial item, combined synopsis/solicitation for tag deployments and data analysis services. The Government may award a firm-fixed-price order in accordance with FAR Parts 12 & 13 utilizing Simplified Acquisition Procedures not to exceed $150K. The NAICS code for this requirement is 541990 with a $14 million size standard. The Department of Commerce (DOC), National Oceanic Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southwest Fisheries Science Center (SWFSC) Marine Mammal and Turtle Division have been at the forefront of development and initial application of small dorsal fin-mounted satellite tags. This work will be extended by using satellite tagging technology more widely to address current cetacean research and management objectives, with deployments and data analysis to fill key data gaps for a range of species/populations listed under the Marine Mammal Protection Act (MMPA) and Endangered Species Act (ESA). These include identifying migration behavior, delineating stock boundaries, identifying critical habitat and characterizing responses to anthropogenic perturbations. To most effectively use telemetry data in these situations, analysis frameworks are required for integrating telemetry data with more conventional data sources on individual movements and habitat use (e.g. photo-identifications and sightings data). The period of performance for this service is from August 15, 2013 through August 16, 2014. All interested concerns must submit a quotation and documentation by August 2, 2013 at 10:00AM Pacific time. All responses must be in writing. A Request for Quote (RFQ) with the Statement of Work and clauses is incorporated as an attachment as part of this notice. This announcement constitutes the only solicitation. A firm-fixed-price order may be issued on or before August 15, 2013. This procurement also requires contractors to complete the electronic representations and certifications at the SAM website. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). NO award can be made unless the vendor is registered in SAM.
