- Description
- Provide supply chain management support and technical expertise to DLA Troop Support (DLA-TS) Subsistence Industrial Base Office on an as needed basis. Prior to the start of work, the Industrial Base Office will forward a tasking, outlining the purpose of the proposed project and the specific areas that will require emphasis. The response time for acceptance is 5 working days with estimated cost and timelines. Upon acceptance by the IDP Office and findings of fair and reasonable price determination, the offeror will begin work and provide required monthly progress reports on the first of every month along with an invoice clearly defining costs incurred that month for the project. This combination synopsis and solicitation is used to execute a Basic Ordering Agreement (BOA) for one year ending August 14, 2014. Offeror will be required to: Perform continued support for the GFE Monitoring Project in FY13-FY15 (a review of this basic ordering agreement will be reviewed yearly before expiration, 2014) in light of new equipment being procured during this timeframe. Perform a pilot program with the MRE FIT initiative with one of the Operational Rations vendors. This program will provide one single way to pack an MRE thereby increasing output and providing the customer with a product that looks the same regardless of where it is manufactured. Provide supply chain support for critical long lead- time items in the Heat and Serve Unitized Group Ration and the First Strike Ration. Both rations are not used in a peacetime environment and lacking the warm industrial base in place that would expedite surge production, up to 12 weeks is required to ramp up the industrial base to begin production. DLA TS Subsistence will be looking for ways to mitigate these issues and provide support to the warfighter for these rations. In response to this Solicitation DLA Troop Support Subsistence requests a cost proposal for these initiatives. The cost proposal may be a rough estimate of monthly costs that will be incurred. Potential Sources technically qualified in the specific field of science or technology involved is recommended applying based on present and past performance of similar work, professional reputation, relative position in the field of endeavor, ability to acquire and retain the professional and technical capability, including facilities, required to perform the work; and other relevant factors. The aforementioned projects may or may not occur in given FY due to funding constraints. It is the intention of this office at this time to move forward with these initiatives. Anticipated award of the BOA is September 15, 2013.
