- Aerostat lofted instrument platform "flyer" training and Determination of Air Emissions from Agricultural Burns The U.S. Environmental Protection Agency, Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Air Pollution Prevention and Control Division (APPCD) and Cincinnati Procurement Operations Division (CPOD) intend to procure on a sole source basis with University of Dayton Research Institute for training of two EPA personnel on the aerostat-lofted instrument platform "Flyer" during air sampling and analysis of prescribed agriculture burns in order to determine emissions factors. In addition to providing a "Flyer" operations manual, the contractor shall submit a draft report of the sampling results for potential use in emission inventories. Dr. Johanna Aurell of UDRI recently finished a four year National Research Council post-doctoral fellowship at the U.S. EPA, where she was the lead engineer for a five-person team designing, testing, and applying an aerostat based, lightweight instrument sampler called the "Flyer". The Flyer, an EPA owned piece of equipment, is lofted by an aerostat, or balloon, and is a unique sampling capability that no other company or agency has. This unique capability has been developed in order to sample lofted emissions above combustion sources where the pollution may be quite different than what is possible to sample on the ground. She has been the sole operator of the Flyer system since its development and is the only individual with full knowledge of how to operate the Flyer system. Additionally, she has an extensive background in emission characterization and combustion processes with advanced practical and technical skills in a wide range of U.S. EPA emission sampling methods such as polychlorinated dibenzo-p-dioxins (PCDDs), polychlorinated dibenzofurans (PCDFs) and polyaromatic hydrocarbons (PAH) sampling from open combustion sources, as well as sampling of particulate matter, black carbon and volatile organic compounds (VOCs). Since Dr. Johanna Aurell is currently the only person to have ever operated this unique instrument, she is only individual capable of training EPA Personnel during this field sampling effort. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. However, any firm that believes it is capable of meeting this EPA requirement must submit technical documentation to establish its assertion. This documentation must be submitted to the POC within 15 days of the electronic posting of this notice. Telephone requests will not be honored. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
