Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned a code of 334510 in the North American Industry Classification System (NAICS), and the size standard for such requirements is 500 employees. The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), is anticipating to award a non-competitive contract to ActiGraph LLC in Florida to provide a physical activity device that can measure, record, and store up to 8 days of triaxial acceleration data sampled at 80 Hz on a single battery charge. The motion sensing devices would allow for data collection of objective measure of physical activity, which would be the most reliable measure of physical activity in adolescents given the well documented limitations of self-reported physical activity and limitations in adolescent recall of activity. Data collection form motion sensing divices will also allow for calculation of algorithms to estimate minutes of physical activity for adolescents the sample responding the youth Activity Profile module of the Family Life, Activity, Sun, Health and Eating Study (FLASHE) survey. Actigraph, LLC is the only company that produces motion sensing devices with the required specification for the FLASHE study protocol. FLASHE requires collection of motion, sedentary and sleep activities for at least 7 days using a motion sensing device that can be worn on a wrist. The following specifications are required to collect this highly specific data. This survey component requires the use of a wrist-worn physical activity monitor (PAM). The requirements for the PAM include 1)permit the raw data capture (and subsequent downloading) of physical activity measurements at the rate of at least 80 Hz; 2)tri-axial measurement, that is, it measures and independently stores motion data from 3 axes; 3)sufficient memory storage and battery life to operate 24 hours per day for at least 7 days; 4)must be water proof (to a depth of 1 meter), so it can be worn in wet environments such as bathing or swimming; and 5)must be small enough to be worn on the wrist comfortable, so it can be worn continuously, even while sleeping. The contractor shall provide: 1.300 each of ActiGraphy GT3x with sleep function, 2.15 each 7 port USB hub with cables, 3.2 each ActiLife Software for device initialization and data download. If any responsible source believes it can perform the requirements they may submit their capability statements via email (PDF format; 15 Page Limit, these pages exclude resumes) for consideration by NCI to Afua Serwah- Asibey, Contracting Specialist, at serwahasibeya@mail.nih.gov. No collect calls or facsimile transmissions will be accepted. Respondents must include DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZONE, etc) pursuant to the applicable NAICS code. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation(s).
