- Pre-Solicitation Notice Title: Elemental Analyzer - Isotope Ratio Mass Spectrometer Integrated System NAICS Code: 334516 - Analytical Laboratory Instrument Manufacturing Product Service Code: 6640 - Laboratory Equipment & Supplies The U.S. Environmental Protection Agency (EPA), Office of Research and Development, National Health and Environmental Effects Research Laboratory (NHEERL), Western Ecology Division (WED), located at 200 S.W. 35th Street, in Corvallis, Oregon has a requirement for an Elemental Analyzer and associated Isotope Ratio Mass Spectrometer for the measurement of stable isotopes of carbon, nitrogen, oxygen, sulfur and hydrogen in environmental samples. THIS PRE-SOLICITATION NOTICE is an announcement for an upcoming solicitation for Full and Open competitive responses. The anticipated solicitation date for solicitation number SOL-CI-13-00039 shall be on or about August 7, 2013. The solicitation will be made available on the FedConnect website located at https://www.fedconnect.net/FedConnect/Default.htm and the EPA Cincinnati Procurement Operations Division (CPOD) website located at http://www.epa.gov/oam/cinn_cmd/. Hard copies will not be provided. It is the responsibility of potential offerors to frequently check FedConnect and EPA CPOD websites for amendments. The RFP will close approximately twenty-one (21) days after the RFP is posted. All technical specifications, required information and instructions to offerors submitting responses shall be included in the solicitation. The North American Industry Classification Code (NAICS) is 334516: Analytical Laboratory Instrument Manufacturing. The size standard for this code is 500 employees. This requirement is for a laboratory Elemental Analyzer with fully compatible Isotope Ratio Mass Spectrometer that performs as a complete unit for the determination of the stable isotopes of δ2H, δ13C, δ15N, δ18O and δ34S on solid samples as specified below. All software needed for sample analysis and post-processing shall be supplied by manufacturer, and shall be Windows based for Microsoft XP and/or Vista. SPECIFICATION AND MINIMUM REQUIREMENTS 1. Specification and Minimum Performance Requirements for the Elemental Analyzer (EA): A. The EA must be equipped with separate traps for SO2 and CO2 that allows programmable variable column desorption times for the delayed separation of N2, CO2 and SO2 gases. B. The EA must be able to run in CHNS, CNS, CHN, CN, N, and S modes of operation under oxidative combustion conditions; O under Pyrolytic conditions and H by H2O reduction. C. The EA must be equipped with a back flush valve that allows the determination of δ18O in the presence of Nitrogen. D. The EA must be capable of analyzing a wide variety of samples from very small (sample amounts weighing 0.5 to 1 mg), to large (samples amounts containing 40mg Carbon absolute). E. The EA must accommodate large bulky samples, such as filters with sample volumes up to 1 cm3 F. The combustion furnace must be able to accommodate large bulky samples, such as filters with sample volumes up to 1 cm3 G. Analyzer must have capacity for at least 80-100 samples including associated QA and calibration standards for a single automated run. H. Carrier flow must be set and maintained by mass flow controller. I. Oxygen supply must be variable to accommodate combustion of large and small sample sizes. J. Combustion column must be readily accessible and easily maintained K. Combustion column must be capable of sustained operation at 1200C. L. Operating software must be in Windows XP/Vista and contain diagnostic, maintenance and service utilities. M. Generated Data must be exportable to other software applications such as spreadsheets or word processors or data bases. Microsoft Excel is preferred. N. The EA must be capable of accepting 3 wire 230V, 60Hz single phase, or 5 wire 400V (phase to phase), 60 Hz, "Y" configured three phase power. O. The contractor must provide Third Party Compliance for consumer electrical safety, (ie? Underwriters Laboratory Listing. P. The contractor must provide a one year warranty from date of shipment covering parts and labor for defects in materials or workmanship. 2. Specification and Minimum Performance Requirements For the Isotope Ratio Mass Spectrometer (IRMS): A. The IRMS must be compatible with, and operate in conjunction with the Inlet Elemental Analyzer under control of a single integrated software program. B. Mass Resolution of the IRMS must be 100 M/ΔM at 10% valley or better. C. Sensitivity of the IRMS must be 1200 molecules/ion in Continuous flow mode or better. D. The IRMS must have a CHNS multichannel cup configuration that allows for isotopic determination of δ2H in H2; δ13C in CO2; δ15N in N2 or N2O; δ34S in SO2; δ18O in CO, CO2 or N2O. E. The IRMS must integrate and process total peak area to determine weight percent for Hydrogen in H2; Carbon in CO2; Nitrogen in N2 or N2O; Sulfur in SO2; Oxygen in CO, CO2 or N2O. F. The IRMS flight tube and vacuum enclosure must be of high quality stainless steel with low water vapor retention. G. The IRMS must have a stable H3+ correction factor with a value < 10 ppm/nA. H. The IRMS electromagnet must allow positional adjustment for maximizing peak shape parameters. I. The IRMS must be capable of accepting 3 wire 230V, 60Hz single phase, or 5 wire 400V (phase to phase), 60 Hz, "Y" configured three phase power. J. The collection cup current to voltage conversion must allow for a dynamic range of 1 to 100 volts. K. The Inlet system to the IRMS must be configured to inject up to 4 separate reference gases in continuous flow operation. L. The Software must allow for a minimum of three mass range changes during a single sample analysis for a total of 4 analyte gas measurements. M. The contractor must provide Third Party Compliance for consumer electrical safety, (ie.. Underwriters Laboratory Listing. N. The contractor must provide a one year warranty from date of shipment covering parts and labor for defects in materials or workmanship. 3. Minimum Performance Criteria after completion of installation. A. A precision of +/- 0.06 (1 st. dev.) or better in δ13C and δ18O for 10 replicate injections of CO2 at an ion current of no more than 5 nA. B. A precision of +/- 0.06 (1 st. dev.) or better in δ15N for 10 replicate injections of N2 at an ion current of no more than 5 nA. C. Linearity of δ13C measured over an ion current range of 1 to 10 nA of CO2 to be within.02 ?/nA. D. Linearity of δ18O measured over an ion current range of 1 to 10 nA of CO2 to be within.04 ?/nA. E. Linearity of δ15N measured over an ion current range of 1 to 10 nA of N2 to be within.02 ?/nA. F. External precision of 10 replicate solid urea standards of +/- 0.15 (1 st. dev) for δ13C and +/- 0.24 (1 st.dev) for δ15N or better. The anticipated award date is September 17, 2013. Delivery and Installation to be completed by 2/28/2014. Destination: F.O.B.
