Description
THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WIL BE AWARDED FROM THIS ANNOUNCEMENT. The Environmental Protection Agency (EPA) is conducting this ?market search? to determine the capabilities of potential small business sources in preparation for a future procurement. Information submitted in response to this notice is merely used for internal market research purposes and no feedback will be offered to the interested parties that submit capability statements. The EPA has a need for a contractor to provide research laboratory support for the Office of Research and Development (ORD) National Risk Management Research Laboratory (NRMRL) Air Pollution Prevention and Control Division (APPCD), the National Homeland Security Research Center (NHSRC), Decontamination and Consequence Management Division (DCMD), the National Exposure Research Laboratory (NERL) Human Exposure and Atmospheric Sciences Division (HEASD) and the NERL Atmospheric Modeling and Analysis Division (AMAD). The contract may also be used by other organizations in the EPA Office of Research and Development Research Facility at Research Triangle Park (RTP), North Carolina, subject to the work being within the capacity limits of the scope of work of the contract. APPCD and DCMD conduct research in the areas of air pollution characterization, prevention, control, and decontamination/ consequences management research. APPCD provides a variety of research products that assist other EPA Offices and Regions to develop, implement, and enforce regulations and guidance and provides data that are used by other ORD Laboratories and Centers to support ORD-wide objectives. This focus on Agency regulations and guidance ensures the research program remains focused on pollution problems of current concern. DCMD seeks to identify and develop optimal technologies and procedures for effective and efficient decontamination and waste management from chemical, biological, and radiological agents in indoor and outdoor environments while maximizing protection of decontamination crews, the general public, and the environment. HEASD conducts research in the general areas of atmospheric sciences and human exposure. Research is conducted to characterize exposures to chemicals across the whole exposure assessment paradigm, from source to the exposed person or receptor. Work is performed in the areas of source identification and characterization; transport, transformation, and fate of pollutants; atmospheric chemistry and physics; source apportionment; exposure measurements; biomonitoring; exposure and dose modeling; and methods development. AMAD is responsible for the development, evaluation, and application of air quality simulation modeling. This research includes the conduct of fluid modeling studies in the Meteorological Wind Tunnel that are translated into numerical algorithms used by the Agency in support of the Clean Air Act. Specific areas to be addressed in capability packages submitted by respondents are as follows: (1) Expertise in quality assurance and quality control activities for laboratory and field operations; (2) Expertise in the design and operation of laboratory- and pilot- scale air pollution control and prevention devices; (3) Expertise in the collection and analysis of air pollution samples in order to characterize emissions from laboratory-based stationary and mobile source facilities and experimental test facilities including indoor air and atmospheric chemistry test chambers and dynamometers ; (4) Expertise in the performance of laboratory studies to investigate technologies to be used for the decontamination or management of waste from materials that are contaminated with biological, chemical, radiological or foreign animal disease agents; (5) Expertise in the maintenance of research facilities and property; (6) Expertise in the performance of technical sampling and process and monitoring services; (7) Expertise in analytical chemistry for a wide range of environmental and biological media; (8) Expertise in conducting field tests and research studies off-site to measure emission sources and ambient air concentrations, to research air pollution prevention, control, decontamination and consequence management approaches, and to measure human and ecological exposure to contaminants in the environment; (9) Expertise in the operation of a meteorological wind tunnel including the analysis of turbulence data and trace gas concentrations; and, (10) Expertise in the presentation of findings at technical conferences, seminars or symposia, (11) Expertise in the operation of consolidated analytical laboratories and machine shops that support a wide range of research studies. The successful contractor shall provide all necessary labor, materials, and services in support of the efforts delineated by the Performance Work Statement (PWS). A draft PWS can be obtained from the OAM website, http://www.epa.gov/oam/cinn_cmd/. The applicable NAICS code is 541712 (research and development in the physical, engineering, and life sciences [except biotechnology]) with a size standard of 500 persons. It is anticipated that the contract will be a Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) starting April 1, 2014 with a one year Base Period and four Optional Periods of 12 months each. Approximately 100,000 base LOE hours are anticipated for each contract period and in addition up to 100,000 hours will be available as quantity options under the base and each option period for a maximum potential total of 200,000 LOE hours per period and 1,000,000 over the potential five year contract duration. ANY INTERESTD SMALL BUSINESS should submit a capability state ment that demonstrates the firm?s ability to perform the key requirements described above. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capabilities statements, contractors should provide their size status for the above referenced NAICS code, (i.e. large, small) and whether or not they are a certified hub zone, 8(a), women-owned, small-disadvantaged and/or disabled veteran owned concern. As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel (FAR 52.219-14). The EPA reserves the right to set this action aside for small businesses. Responses to the above should be submitted to (yates.william@epa.gov ) no later than August 20, 2013. A separate synopsis will be issued in advance of the Solicitation (SOL) resulting from this prospective acquisition.
