- This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Center for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), is seeking information on a potential requirement for "Adapting an Asthma Specific Job Exposure Matrix to the SOC 2010 Occupation Codes." The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the NAICS code 541990 for the potential acquisition. Responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Draft Sample Statement of Work; I. Background Work-related asthma (WRA) is common, and additional studies are needed to evaluate the frequency, causes, and socioeconomic impact of WRA in order to inform prevention. A particular concern has been the absence of an asthma specific job exposure matrix (JEM) that gives full attention to irritant as well as sensitizing agents. In 2011, researchers in Sweden addressed this problem by developing a new asthma-specific Northern-European JEM (NJEM) that gives full attention to both irritant and sensitizing WRA agents. However, this new exposure-assessment tool was developed to work only with job codes from the 1988 International Standard Classification of Occupations (ISCO-88), which are rarely used in the U.S. Also, the NJEM is best suited to jobs in Northern European countries. The new NJEM must be adapted so investigators in the United States (U.S.) can readily use it with confidence. This will necessitate both adapting NJEM to function with the 2010 Standard Occupational Classification (SOC) system that is in common use in the U.S., and confirming that the assignment of exposures to occupations accurately reflects conditions that prevail in the U.S. Two WRA exposure experts who reside in the U.S. are needed to work independently, with each adapting the NJEM to the SOC 2010 codes and confirming that the exposure assignments are consistent with worksite conditions in the U.S. A scientist familiar with the NJEM will provide advice to the exposure experts as they conduct their work and review the final assignments of exposures to the SOC 2010 occupation categories. The NIOSH Project Officer will make final decisions about the assignment of exposures to the SOC 2010 occupation categories. II. Scope of Work The need of this project is to adapt the NJEM so that it works with the SOC 2010 occupation codes and reflects occupational exposures in U.S. jobs. III. Description of Work Tasks and Deliverables 1. The two contractors will start the period of performance by being oriented to the NJEM by a scientist who is familiar with this exposure assessment instrument. This will be accomplished by email and conference calls. 2. The two contractors will then work independent from each other to adapt the NJEM so that it works with the SOC 2010 occupation codes and reflects occupational exposures in U.S. jobs. 3. While completing this task, each contractor will interact with a scientist familiar with the NEJM and with the NIOSH Project Officer by telephone at least once every 2 months to discuss progress and address any issues that could block progress. 4. At the end of 12 months, each contractor will provide NIOSH an electronic file with the NJEM adapted to the SOC 2010 occupation codes. 5. The Project Officer will provide feedback and requests for changes to each contractor within one month of receiving the electronic file, and the contractors will then have one month to make the requested changes and submit a revised electronic file. This will be the final deliverable. IV. Period of Performance Time frame: The work will be completed in 15 months. V. Qualifications of contractors a. Trained industrial hygienist b. Familiarity with the occupational agents that cause or exacerbate asthma in the US c. Experience with the assessment of exposures for work-related asthma in a surveillance or clinical setting d. Familiarity with coding systems for occupations Anticipated period of performance. Fifteen (15) months. Capability statement /information sought. Respondents who believe that they possess the expertise and experience to meet the government's needs as described above are invited to submit technical and management capabilities addressing those requirements. These may include but are not limited to: (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information.
