- Description
- The Colville National Forest requires tree thinning, whipfalling, lop and scatter of slash, hand piling services for silvicultural and hazardous fuel reduction purposes to increase tree vigor, tree health and fuels reduction work on the Republic Ranger District, Colville National Forest. Location of the work is in Ferry County, Washington State, located in the NE portion of Washington State. This project requires the furnishing of all tools, equipment, materials, supplies (except those designated as Government-Furnished), labor, supervision, workman's compensation, unemployment insurance, transportation, and incidentals to perform all work necessary to accomplish the tree thinning and fuel reduction. Migrant and Seasonal Agricultural Worker Protection Act registration and a Washington State Farm/Forest Labor License are mandatory. The Government is currently estimating three base items (two for fuels reduction thinning and the other for handpiling) and two option items (one for fuels reduction thinning and one for fuels reduction hand piling). The first base item is estimated to be 629 acres. All work on this item must be completed and invoiced prior to December 1, 2013. Based on the type of funding, this unit has special invoicing requirements. All other items will need to be completed by September 30, 2015. The second base item (fuel reduction thinning) is estimated at 428 acres and the third base item (fuel reduction handpiling) is estimated at 524 acres. Option Item A (Fuels Reduction Thinning) is estimated at 272 acres and Option Item B (Fuels Reduction Hand piling) is estimated at 71 acres. The Government will have until June 20, 2014 to exercise all options items. If all options are exercised, the total estimated acres will be approximately 1,924 acres. The actual number of acres will be in the solicitation. It is estimated that the work will begin late September, 2013 with the first base item to be completed by December 1, 2013 and the remaining work to be completed by September 30, 2015. The actual performance period will be listed in the solicitation. This project will be advertised as a written quotation and will be solicited under the Simplified Acquisition Procurement (SAP) rules and Commercial Item Procedures (Test Program). Estimated issue date of the solicitation is on or about August 9th, 2013. The actual due date will be listed in the solicitation. The proposed project listed here is a 100 percent small business set-aside. NAICS code is 115310, size standard $17.5 million. All responsible sources may submit a quote which will be considered. An electronic copy of the solicitation will be posted at this site on the issue date.
