- Bureau of Land Management (BLM) California State Office is issuing this combined synopsis solicitation under commercial items procedures in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request for quotations (RFQ) and a written solicitation will not be issued. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-67, dated July 22, 2013. This RFQ is set-aside for small business concerns. The North American Standard Industrial Classifications System (NAICS) Code is 115112-Soil Preparation, Planting, and Cultivating; small business size standard is $7.0 million; Product Service Code (PSC) F010 Seedling Production/Transplanting Service. The Contract shall: Assist the BLM in identifying collection sites and periodically assist the BLM Seeds of Success Intern with pertinent details of the collection process. Document successes and failures with various propagation and seed harvesting techniques and/or hypotheses relevant to propagating locally grown native seed. Provide a local greenhouse within 50 miles of the Surprise Field Office to grow and over winter plants and propagate seed for the BLM. Propagate locally collected seeds in a greenhouse environment, field-plant the plants, harvest seed for increase, and eventually harvest seeds for the BLM. Propagate 5 native grass species, 2 forb species, and 1 shrub species for seed production. Species to be propagated will be determined by the BLM. Keep Contracting Officer Representative (COR) informed on progress of the project and provide monthly reports. Deliverables: Monthly written progress reports on progression of plant growth and successes/failures. A brief description of major tasks to be accomplished during each month, performance goals and objectives, and a schedule for proposed, up-coming tasks to be undertaken in future months. A summary of considerations and experimental results, which will be made available as public information to help other producers new to native seed propagation. Final report containing a list of what plants were grown, along with germination rates and seed production rates for each species under varying abiotic and biotic conditions. This report will provide data arranged in both narrative and table form, and will be made available as public information. All native seed not used for increase will be appropriately harvested, packed, and delivered to the BLM for cleaning and use in restoration activities. Certifications, Licenses, Physical Requirements or Other Expertise Required The contractor must have all equipment and facilities to propagate locally collected native seeds including a greenhouse, outdoor plots, and overwintering facilities. The contractor must have experience both collecting native seed and propagating local seed in a controlled environment that provides for outplanting at appropriate sites. Must have working knowledge of the Surprise Field Office and knowledge of potential restoration and collection sites. Must have a valid drivers license and a vehicle capable of navigating 4-WD technical roads. Must be able to work independently and with a team both indoors and outdoors.
