- The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), on behalf of the Office of the Chief Information Officer (OCIO), intends to award a sole source contract to DLT Solutions for a Oracle Application Server Configuration Specialist - Level 7 The ARS's applications can no longer run on the existing java 1.6.x versions due to various limitations, and expiring support for java 1.6 and the restrictions of other applications use. The current configuration of the applications servers utilizing a Single Sign on Tier, a Load balancing tier and two middle tiers supporting Oracle Forms/Reports with unique configuration constraints limits the persons with this type of expertise. Without this unique expertise with current configuration, problems will continue to prevent OCIO with its ability to apply patches to the software that will enable the use of Java 1.7.x versions. The current staff has been collaborating with several outside sources for months and have no solution in site and are under time constrains to satisfy the department's requirements. The USDA has a need for configuration expertise that will be required to help resolve the Oracle errors. The procurement is necessary in order to satisfy the Departments request to upgrade from java 1.6.x to java 1.7 as soon as possible. DLT solutions has unique knowledge pertaining to the configuration, interdependencies, and uniqueness of the OCIO technology environments. The impact of trying to bring on a different vendor at this stage would quite likely result in operational failures and service outages, significant project delays and possibly could result in project failure. A high risk period of assimilation would be required because the local configuration of products, project requirements, architecture, technology stack, business practices, and software code are all learned objects with an acquired understanding of the context of how they are employed. The NAICS Code for this requirement is 541519 -- Other Computer Related Services In accordance with FAR 6.302-1 and 41 USC 25(c)(1), the service needed by the OCIO is available from only one responsible source and no other type of service will satisfy the agency needs. The procurement of an Application Server Specialist with specialized training and experience and available immediately that can resolve Oracle configuration problems currently in the OCIO, EASB ARIS systems. The Oracle Application Server specialist with this type of expertise limits the pool of eligible contractors accompanied by time constraints requires that we use this company recommended by Oracle and supported by Oracle. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is not a request for competitive quotations. No solicitation document is available and telephone requests will not be honored. Any firm that believes it can provide the services listed above may submit substantiating documentation in writing to the identified point of contact. The successful company must be registered in the System for Award Management (SAM) and also the Online Representations and Certification (ORCA) at http://orca.bpn.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination not to compete this proposed contract based on responses to this notice is solely at the discretion of the Government.
