- The Naval Medical Logistics Command (NMLC) intends to award sole source bridge contracts, under the authority of 10 U.S.C. 2304(c)(1): Only one responsible source or only a limited number of responsible sources and no other type of services will satisfy the needs of the agency, to: - TCMP Staffing Services, LLC (TCMP), 6551 Loisdale Ct, Suite 500, Springfield, VA, 22150; - Chesapeake Educational Services, LLC (CES), 1934 Old Gallows Rd, Suite 350, Vienna, VA, 22182; - CasePro Inc (CasePro), 21738 Hardy Oak Blvd 105, San Antonio, TX, 78258; - Magnificus Corporation (Magnificus), 37 L Street SE, Washington, DC, 20003; - Professional Performance Development Group (PPDG), 5441 Babcock Road 200, San Antonio, TX, 78240; - Kuhana-Spectrum Joint Venture, LLC (KSJV), 3375 Koapaka Street, Suite B-256, Honolulu, HI, 96819; and, - Absolute Arora Joint Venture, LLC (AAJV), 14625 Baltimore Ave, Suite 246, Laurel, MD, 20707 as the only responsible sources that can provide the existing Nursing and Advanced Practice Nursing services in support of the Naval Medical Center, Portsmouth, VA. This action will result in seven firm-fixed price contracts with an ordering period of nine-and-a-half (9.5) months beginning 14 September 2013. The North American Industry Classification System (NAICS)code for this requirement is 622110, a Small Business Size Standard of $35.5 million. TCMP, CES, Chesapeake, Magnificus, PPDG, KSJV and AAJV have the necessary knowledge, experience and staff to maintain services currently performend under contracts N62645-08-D-5008, N62645-08-D-5009, N62645-08-D-5010, N62645-08-D-5011, N62645-08-D-5012, N62645-08-D-5013 and N62645-08-D-5014, respectively. No sources other than the incumbents can satisfy this short-term need given the transition period that would be required, and conducting a follow-on acquisition for this need would result in unacceptable delays in fulfilling the agency's requirements. For the reasons noted above, NMLC intends to award sole source bridge contracts to ensure that NMC Portsmouth is able to maintain its mission without any lapse in services while the competitive process for the follow-on acquisition is completed. This Notice of Intent to Award sole source contracts is not a request for competitive proposals. No contracts will be awarded on the basis of responses received to this notice. There is no solicitation document. No Request for Proposal (RFP) will be available for competitive proposals. Phone calls will not be accepted.
