This is a "Public Opportunity," reference number P13PS01456. ** This is a combined synopsis/solicitation for commercial construction prepared in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and proposals are being requested. This solicitation document, and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-54. The FAC is available at https://www.acquisition.gov/FAR. This procurement is 100% set-aside for small businesses under all applicable NAICS codes including, but not limited to, 238390, 337920, 423220, & NAICS series 236***, & 238***. The companys System for Award Management (SAM, www.SAM.gov) record must be current, and indicate that the entity is considered a small business. The vendor to which this contract is awarded must also be registered in, and submit all invoices and/or payment requests through, the Invoice Processing Platform (www.IPP.gov). The resulting award(s) will be a firm fixed-priced contract. The contractor must accept & perform in accordance with the contract and prices listed in the proposal. The anticipated award date for this contract is on or around 07 August 2013. The contractor is expected to accomplish the contract within 45 days ARO. Companies are welcome to use their own format to provide a bid, or on the provided standard form 1442, as long as each line item is addressed as listed below. Please email all questions to KimberleyRobinson@nps.gov. DELIVERY LOCATIONS & SITE VISIT There will be a site visit on Wednesday, July 31st, at 1:pm MT. Meet outside the Painted Desert Visitor Center. The Painted Desert V.C. is most easily accessible from exit 311 off Interstate 40. The site inspection is not mandatory; however, the firm that performs this work is expected to be familiar with the work area. The site visit will not cover the Rainbow Forest area. Both of the areas in which these shade structures will be installed are in historic districts, and require sensitivity to the surrounding structures and ground. Be sure to check Federal Business Opportunities or FedConnect after the site visit for updates & clarifications to the solicitation. Petrified Forest National Park stretches north and south between Interstate 40 and Highway 180. There are two entrances into the park. Your direction of travel dictates which entrance is best for you. Westbound Interstate 40 travelers should take Exit 311, drive the 28 miles through the park and connect with Highway 180 at the south end. Travel 19 miles on Highway 180 North to return to Interstate 40 via Holbrook. Eastbound Interstate 40 travelers should take Exit 285 into Holbrook then travel 19 miles on Highway 180 South to the park's south entrance. SCOPE OF WORK The National Park Service has a requirement for shade structures at the Painted Desert Visitor Center Central Plaza and the Petrified Forest National Park Rainbow Forest housing area. The contractor shall PROVIDE & INSTALL the Painted Desert shade structure, and PROVIDE, but not install, another shade structure for the Rainbow Forest area. Interested companies may bid on one or both aspects of this requirement. >This contract is to provide and install this fabric shade structure at Petrified Forest National Park Painted Desert Visitor Center central plaza. This structure must be approximately 38(feet) long by 18(feet) wide, on two columns, cantilevered in the 18 direction. Horizontal supports shall provide a uniform 9 clearance from the plaza concrete. Shade fabric shall be turquoise in color, and the steel supports must be grey (specific color chips to be provided by the National Park Service). Design wind load must be at least 90mph, and the design snow load must be at least 5 psf. The magnitude of the construction requirement is between $25,000.00 & $100,000.00. > This contract is also to provide a fabric shade structure at the Petrified Forest National Park Rainbow Forest housing area. This structure will be approximately 20 wide x 30 long, on four columns. Horizontal supports between columns shall provide approximately 8 clearance above the ground. Shade fabric shall be tan color, and the steel must be brown. The National Park Service will provide a color chip. Design wind load 90 mph, design snow load 5 psf. The Contractor shall deliver this shade to the Rainbow Forest housing area. The contractor will deliver this shade structure to PETRIFIED FOREST NATIONAL PARK, #1 PARK ROAD, PETRIFIED FOREST NP AZ 86028. The Contractor is responsible for all labor, supervision, tools, supplies, and peripheral items associated with accomplishing this contract. Electricity and running water will be available for the contractors use. These requirements may be awarded to more than one firm in one or more purchase orders. Interested bidders may submit more than one quote with alternative product suggestions, and the National Park Service encourages innovation, as long as the end product meets or exceeds the salient characteristics. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is union or non-union. Union Identifiers: An identifier enclosed in dotted lines beginning with characters other than "SU" denotes that the union classification and rate have found to be prevailing for that classification. Example: PLUM0198-005 07/01/2011. The first four letters, PLUM, indicate the international union and the four-digit number, 0198, that follows indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. The date, 07/01/2011, following these characters is the effective date of the most current negotiated rate/collective bargaining agreement which would be July 1, 2011 in the above example. Union prevailing wage rates will be updated to reflect any changes in the collective bargaining agreements governing the rates. 0000/9999: weighted union wage rates will be published annually each January. Non-Union Identifiers: Classifications listed under an "SU" identifier were derived from survey data by computing average rates and are not union rates; however, the data used in computing these rates may include both union and non-union data. Example: SULA2004-007 5/13/2010. SU indicates the rates are not union majority rates, LA indicates the State of Louisiana; 2004 is the year of the survey; and 007 is an internal number used in producing the wage determination. A 1993 or later date, 5/13/2010, indicates the classifications and rates under that identifier were issued as a General Wage Determination on that date. Survey wage rates will remain in effect and will not change until a new survey is conducted. ---------------------------------------------------------------- WAGE DETERMINATION APPEALS PROCESS 1.) Has there been an initial decision in the matter? This can be: * an existing published wage determination* a survey underlying a wage determination * a Wage and Hour Division letter setting forth a position on* a wage determination matter * a conformance (additional classification and rate) ruling On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed. With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations.
