Description
THIS IS NOT A REQUEST FOR PROPOSALS The U.S. General Services Administration (GSA) Southeast Sunbelt Region 4 announces the opportunity for a Design-Build Construction Contract for the complete renovation of offices on the 3rd Floor of the U.S. District Courthouse in Asheville, NC. The project will include converting existing space into new offices for the District Court Judge, two (2) law clerks and a reception area. The new space will include a copy room, gallery, private corridor and judge's private bathroom. Design Intent Drawings (DID) will be be provided with the solicitation. The Design-Build contractor shall provide professional design services and all labor, materials, and equipment needed for the complete renovation of offices on the 3rd Floor of the U.S. District Courthouse in Asheville, NC. The estimated cost range is between $100,000.00 and $500,000.00. The contract duration is estimated at 180 calendar days from receipt of the Notice to Proceed. Award will be based on Lowest Price, Technically Acceptable Source Selection Process. GSA anticipates awarding a firm-fixed price contract which will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. A contractor will be selected via FAR 15.101-2 utilizing the lowest price technically acceptable source selection process. A selection will be made off of the following solicitation factors: 1. Technically acceptable - Offeror must demonstrate successful experience as a General Contractor (GC) responsible for construction of at least three (3) "similar" projects substantially completed within the past five (5) years under NAICS code 236220. Similar projects is defined as a project that is comparable in nature, scope, complexity and cost as defined by the following characteristics: * Project performed in a occupied and functional office building * Project involved the following discipline(s) - design * Project construction cost at award of construction contract was greater than $200,000.00 2. Past Performance/Technical Capability of Offeror - Offeror to submit a narrative description of three (3) similar projects, completed within the last five (5) years, which demonstrates offeror's ability to successfully perform this kind of work. * Submit references (provide person name, title, company name, current address, current telephone number and e-mail address) who may be contacted regarding the quality, budget, schedule and if person would use this contractor again in the future) for comparable projects completed. * Key Personnel Qualification - Offeror to submit narrative descriptions of qualifications, professional designations, experience, education, training and experience of each of the personnel which demonstrate their ability to successfully perform the work required. Technical submission package shall not exceed 15 pages. Price proposal shall be submitted in a separately sealed envelope from the technical submission envelope. Please breakout pricing for hours, labor, material, overhead and profit. This is not a request for price of technical proposal. All interested contractors must be registered in the System for Award Management (SAM) at https://www.sam/gov/sam to be eligible for award of Government contracts. Responses shall be submitted electronically via e-mail to William Peterson, Contracting Officer at william.peterson@gsa.gov. Oral communication, telecommunications, and faxed inquires or comments are NOT acceptable as a response to this notice. The Government intends to issue the solicitation on or before August 7, 2013.
