- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Biosystems and Biomaterials Division, Material Measurement Laboratory, intends to negotiate, on a sole source basis, under authority of FAR 6.302-1(a)(2), with Carl Zeiss Microscopy LLC, for the purchase of one (1) Carl Zeiss Motorized Widefield Fluorescence Microscope System located at NIST, 100 Bureau Drive, Gaithersburg, MD. Sole Source determination is based on the following: NIST has initiated a new research focus that uses imaging by widefield fluorescence microscopy to measure biological system perturbed, in part, using the tools and techniques of synthetic biology. The NIST laboratory associated with this research is equipped with two (2) Carl Zeiss Microscopy (CZM) fluorescence microscope systems. These existing microscope systems are essential to the current project. The newly acquired Motorized Widefield Fluorescence Microscopy must be compatible with the two (2) existing NIST-owned Carl Zeiss Microscopy fluorescence microscope systems. For the research project, NIST must be able to add, remove, or exchange hardware components between microscope systems, including microscope objective lenses, fluorescence filter sets and holders, differential interferences contrast optical components and holders, stages and stage inserts, excitation sources, and associated optical hardware. Carl Zeiss Microscopy LLC is the only vendor capable of providing the required motorized widefield fluorescence microscope system that meets the Government's minimum requirements and is 100% compatible with the existing two (2) CZM fluorescence systems. Carl Zeiss Microscopy is the sole manufacturer and distributor. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by August 2, 2013, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
