Description
This procurement will be competed as a small business set-aside. Brief Statement Of Work: The National Institute of Standards and Technology (NIST) has a requirement for the Construction of a Heating, Ventilation and Air Conditioning (HVAC) Research Laboratory at the Gaithersburg, Maryland campus. The laboratory will be located inside an existing building and dedicated for the research and development of the next generation of building automation and controls technology. The research apparatus will consist of: 1) A 7 ton weather simulator air handling unit. 2) Two 3½ ton heating and cooling air handling units. 3) Four VAV terminal units. 4) Four zone simulator boxes. 5) Thermal Storage tank. 6) Heat exchangers. 7) Humidifiers. 8) Heating and cooling water pumps. 9) Heating and chilled water, steam and condensate piping Control valves with actuators. 10) Air distribution ductwork with intake and discharge louvers, control dampers with actuators, supply air diffusers and return air grilles. 11) Exhaust fan. 12) Miscellaneous controls and control sensor devices and ports. 13) Power panel and customized motor control center, control panel and mainframe computer rack. The sought contractor will provide all labor and material required to renovate the laboratory space and build the research apparatus as per design documents that will be issued with the formal solicitation. The objective of this project is to provide and install a laboratory-scale version of a commercial HVAC system. The purpose of the system shall be conducting scientific research and the development of advanced HVAC automation and controls technology. The scaled-down system cooling capacity shall be approximately 10-tons and arranged in such a manner to simulate a fully operational heating and cooling VAV system. This system will be used to research and develop a novel energy management method for real life commercial HVAC applications. Anyone responding to the solicitation, once released, must be able to provide current EMR ratings furnished by their surety company. EMR shall be less than 1.0. The Responder must be able to illustrate the ability to provide all labor and material necessary for the construction of a high quality operational HVAC research laboratory with a minimum space of 2,000 SF. i. The proposal shall illustrate the ability to provide and install: a. Complete small scale heating and cooling commercial HVAC systems including procurement and installation of equipment, air distribution ductwork, HVAC piping and insulation, Heat exchangers, thermal storage tanks, pumps, control valves, dampers and actuators. b. Laboratory casework and countertops. c. Mezzanines. d. Motorized overhead cranes. e. Electrical panels and power distribution and wiring for systems and components listed above. f. Commercial native BacNet based building automation and control systems. ii. The statement shall also provide: a) List of current and past project experiences with similar types of requirements, scope and magnitude. Provide a list with project names, a brief description, owner name and representative name and phone number. b) If applicable, a list of subcontractors and their technical qualifications. c) List of key technical and management personnel. d) In house skills and experience and Develop shop and as built drawings. e) Experience working in an existing occupied facility. The solicitation is expected to be released on or about August 5, 2013.
