- Description
- The Armament Directorate's Miniature Munitions Division, Small Diameter Bomb I Program Office (EBMK) intends to negotiate a two (2) year from time of award, Firm Fixed price, sole source contract under the authority of FAR 6.302-1 to The Boeing Company, 6200 JS McDonnell Blvd, St. Louis, Missouri, 63134. The estimated period of performance of this contract is for one (1) base year and one (1) option year, beginning approximately 1 January 2014. The Air Force, AFLCMC/EBMK (Miniature Munitions Division) requires engineering sustainment services and support of the Small Diameter Bomb I weapon system. This requirement includes, but is not limited to, all efforts related to SDB I engineering sustainment to include providing the necessary personnel, services, material and facilities required to perform non-warranty repairs, surveillance, technical and logistic support for fielded items, Weapon System Evaluation Program (WSEP) support, LRU support and to maintain technical and source data current. This is not a solicitation or request for proposal, nor does it restrict the Government to a specific acquisition approach. The Government intends to solicit and negotiate for supplies and professional engineering services with only one source under the authority of FAR 6.302-1. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Submission of any of these documents shall be at the contractor's expense. Capability statements shall demonstrate how the source can provide engineering sustainment services for the SDB I system without substantial duplication of costs to the Government or unacceptable schedule delays. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Life Cycle Management Center (LCMC) has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer identified.
