Description

The Veterans Integrated Service Network 8 (VISN 8) Contracting Office / Bay Pines VA Healthcare System intends to issue an Invitation for Bid (IFB) to award a single, firm fixed-price contract for Project 516-328, CONSTRUCT RESEARCH CENTER, located at 10,000 Bay Pines Blvd., Bay Pines, FL. 33744. All construction must be in compliance with applicable codes, VA policy/standards, and the terms of this contract. The contractor shall provide all tools, travel, trades, labor, materials, permits, licenses and supervision for construction of the Research Center project as indicated in drawings and specifications. New building construction consists of three (3) levels; ground floor, first floor, second floor and roof levels. Contractor shall completely prepare the site located west of existing Building 23 and provide the demolition of specified structures, including the demolition of specified existing utilities. Work includes the erection of a temporary exit stair to facilitate egress from existing Building 23 during the construction of the new research building. New utilities include a fire suppression system, new underground utilities, medical gas piping, sanitary piping, domestic water piping, storm drain piping, HVAC air distribution systems, HVAC chilled water and hot water heating systems, HVAC energy recovery, exhaust fans, steam distribution systems, steam humidification, HVAC control system, electrical power distribution system, power transformers, security system, and other systems as noted in the contract specifications and drawings. The period of performance is 540 calendar days from receipt of the Notice to Proceed. The Solicitation, Specifications and Drawings will be available at http://www.fedbizopps.gov. Amendments to the solicitation will also be posted on this website. All parties must obtain solicitation documents and amendments to the solicitation through the web site. Hard copies will not be mailed. It is the responsibility of all bidders to frequently check the website for all notices, amendments, etc., regarding this solicitation. The Government will not be responsible for any notification not sent or received by the bidder regarding the solicitation. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with Federal Acquisition Regulation FAR Subpart 14. This project is being solicited as a TOTAL 100 % SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE (SDVOSB). The North American Industry Classification System (NAICS) Code for this procurement is 236220, with a small business size standard of $33.5 million in annual receipts for the past three years. All SDVOSB bidders must be verified by the Center for Veterans Enterprise (CVE) and be registered with the System for Award Management (SAM). The Government is under no obligation to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. The Magnitude of Construction cost is between $5,000,000.00 to $10,000,000.00. The solicitation issue date will be on or about Aug 5, 2013. All questions pertaining to this solicitation must be received in writing via e-mail to rachel.reed@va.gov. NO TELEPHONE REQUESTS WILL BE HONORED. All questions and Government responses will be posted to the FedBizOpps website. A pre-bid conference/site visit will be conducted for this solicitation approximately one week after solicitation posting. Time, date and location will be specified in the solicitation. In accordance with FAR 5.203, this notice is being published at least fifteen days before issuance of the solicitation.
