Description
The U.S. Department of Commerce, NOAA/National Marine Fisheries Service, Miami, FL, plans to negotiate on a sole source basis with the Inwater Research Group, Inc. to capture sea turtles including personnel and specialized equipment for captures in the Northern Gulf of Mexico. BACKGROUND: The Southeast Fisheries Science Center (SEFSC) routinely conducts research using satellite tags deployed on marine species. Satellite tags are used to determine spatial distribution, assess annual survival rates, better understand habitat use, improve abundance estimates derived from aerial surveys and determine the impact of fisheries interactions on marine species. The SEFSC will be conducting research on juvenile sea turtles in the Gulf of Mexico. Habitat and pelagic communities critical to the successful completion of their oceanic life-stage have likely been damaged by the Deep Water Horizon MC252 spill. The greatest obstacle to recovery efforts and mitigating the impacts of the oil spill for sea turtles is the paucity of data regarding their oceanic stage distribution and habitat use in the Gulf. SEFSC will conduct research on movement, survival, and habitat use of neonate and juvenile sea turtles using satellite tags. Objectives •Provide sea days and vessel support to capture of neonate and juvenile sea turtles in the Northern Gulf of Mexico and facilitate the attachment of satellite tags by scientific personnel identified by the Government. Scope The Vendor will provide vessel services and assist in the capture of sea turtles in the Northern Gulf of Mexico with a focus along the southern Louisiana coast. The Vendor will assist with searching for and capturing up to 40 juvenile turtles in the field. Duration: August 15, 2013 through August 14, 2014 (12 months) Specifications: •Provide access to up to 40 sea turtles captured within the Gulf of Mexico primarily along the southern coast of Louisiana in waters up to 100 miles from shore. •Provide personnel and equipment needed to capture these turtles. •Capture turtles as early as 15 August, 2013 or as late as 14 August, 2014 depending on weather, sea state and turtle availability. •Dates of collection will be coordinated with the Government as determined primarily by weather conditions. •The Vendor must have the appropriate federal (and state) permits, experience capturing turtles, from the wild and demonstrated experience handling small sea turtles. The Government will provide all satellite tags, tagging equipment, personnel to attach tags and attachment supplies. DELIVERABLES: Capture up to 40 sea turtles for satellite tagging in the Gulf of Mexico. The ability to capture sea turtles in the open ocean is difficult and limited by the capability of a vessel to travel 60-120 miles offshore (and back) in a day and for the crew to be trained in the safe handling and capture (via dipnet) of sea turtles, particularly small oceanic stage turtles. It also requires that the crew maintain the appropriate endangered species permits for this work. The Inwater Research Group (IRG) has been conducting oceanic stage sea turtle surveys and captures in the northern Gulf of Mexico as part of the Deep Water Horizon oil spill response. They have extensive experience in the region, with the species and size class of sea turtle to be targeted and they have the appropriate permits to conduct this work. They have the trained personnel capable of safely capturing and handling the sea turtles targeted by this study. They also have sampling vessels in place for work out of the study's targeted ports. IRG is the governments only known source able to provide the technical competence, capabilities, qualifications, sampling platform and permits needed to successfully complete this contract. Firms who believe they can provide this service, must furnish detailed information, copy of permit and specification and photo of the vessel that demonstrates their experience and capability to provide the services, and satisfy the Government's needs. In addition shall include name, telephone number and address of concerns for which you have furnished this type of services previously. Interested parties must respond within (7) seven calendar days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to Inwater Research Group, Inc. The Eastern Region Administrative Division (ERAD), requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Awards Management (SAM).
