Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse (NIDA), Office of Acquisitions - Neurosciences, Station Support/Simplified Acquisitions on behalf of the National Institute of Aging (NIA) intends to negotiate a Purchase Order on a sole source basis with Becton, Dickinson and Company (D.B.A. BD Biosciences) located at 2350 Qume Dr., San Jose, CA 95131, to perform service maintenance and coverage on existing government-owned laser equipment. The Laboratory of Molecular Medicine and Neuroscience (LMMN) at the National Institute of Neurological Disorder and Disease (NINDS) requires service coverage be performed on existing government-owned equipment that was manufactured by and previously purchased from BD Biosciences. The government-owned equipment is used to select specific population of cells for studies on infections of the human brain. Among these studies is the identification of cells that are targets for viral infections in the human population. This instrument allows the collection of homogenous populations of cells from both the nervous system and the immune system. The FACSAria II consists of 4 lasers: UV laser of 100 mw that allows expanding the range of application choices; blue, red and violet laser. The service contract will replace the lasers in case one or all four burn out, which will ensure continuity of results. The service agreement will ensure that the instrument maintains proper functioning and continuous performance. Order will include two (2) Preventive Maintenance visits, computer workstation, software updates, unlimited service visits, Monday-Friday, telephone support including scheduling of emergency onsite service, labor and travel cost included. BD Biosciences is the manufacturer of the FACSaria II and is the only source with the proprietary knowledge and ability with authorized technicians to maintain consistent performance on this equipment. No other type of supplies or services can satisfy agency requirements. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 12, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of Hunter A.
