STATEMENT OF WORK R - PROFESSIONAL, ADMINISTRATIVE AND MANAGEMENT SUPPORT SERVICES NOTICE DATE: JULY 18, 2013 Notice Type: Pre-solicitation NAICS: 541690 - OTHER SCIENTIFIC & TECHNICAL CONSULTING SERVICES Contracting Office: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Regional Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 The National Oceanic Atmospheric Administration (NOAA), Eastern Regional Acquisition, Norfolk, VA on behalf of the Office of Coastal Surveys, Silver Spring, MD is soliciting a requirement to conduct a Socio-Economic Study for the Office of Coastal Surveys, in accordance with the attached Statement of Work. This RFQ is 100 percent set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 541690, which has a corresponding size standard of average annual receipts of $14.0 million. The total period of performance for all work specified in the Statement of Work is ARO - 1 year. Solicitation number EA-133C-13-RQ-0571 will be issued July 18, 2013 and will close July 29, 2013. The Government anticipates awarding a firm fixed price purchase order to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering the evaluation factors specified in the solicitation. Basis for Award The basis for award of a contract as a result of this Request for Quote (RFQ) will be an integrated assessment by the Government of the results of the evaluation based on the evaluation factors listed below. Technical approach and capability, price, past performance and personnel qualifications. Minimum Qualifications: Personnel Qualifications • Master's Degree in Statistics, Economics, or closely related social science field • Knowledge of the theories and principles of a professional statistician or economist and the methods to collect, organize, interpret, and summarize data to provide usable information • Knowledge of basic and advanced statistical methods, such as analysis of variance, regression, linear models, variance components, and statistical process control • At least one year of experience assessing socio-economic impacts of major government or business programs • Demonstrated experience obtaining cooperation and information from other federal, state, or local agencies • Demonstrated ability to clearly and concisely convey analysis, results, and recommendations to upper level management in the form of reports, studies, briefings, or presentations Estimate of Hours This estimate is based on a 12-month work period with an average work week of 30 hours per week. A. Outline and Proposal (2 months) 260 hours B. Draft Report (3 months) 390 hours C. Final Report (5 months) 650 hours D. Briefing to Coast Survey Leadership (2 months) 260 hours TOTAL 1,560 hours CAR CLAUSE 1352.213-70 - EVALUATION UTILIZING SIMPLIFIED ACQUISITION PROCEDURES (APR 2010) The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations: (1) Technical Approach and Capability. The offerors approach to performing contract requirements and its capability to successfully perform the contract will be evaluated. (2) Price. (3) Past Performance. The offerors past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. (4) Personnel Qualifications. The experience, education, and qualifications of personnel proposed to work on the contract will be evaluated to determine their ability to perform their proposed duties. (End of clause) All responsible sources may submit a quotation which shall be considered by the agency. The anticipated award date is on or about August 9, 2013.
