- This notice is for market research and planning purpose only and does not obligate the Government to any contractual agreement. This is not a request for proposal. The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, nor will respondents be notified of the review of the information received. The information obtained from this Request for Information (RFI) will be utilized as market research for consideration in development of the Acquisition Strategy and Acquisition Plan for this requirement. The Government will not reimburse interested sources for any costs incurred in preparation of a response to this notice. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. The Department of Commerce (DOC) anticipates the need for contractor support services in the development of a training module for the DOC, International Trade Administration (ITA), Manufacturing and Services (MAS). The mission of MAS is dedicated to enhancing the export competitiveness of U.S. industry, expanding its market access, and increasing its exports. The Contractor shall work with the ITA Standards Liaison and standards experts from MAS's Office of Trade Policy Analysis (OTPA) to develop two training modules in Microsoft PowerPoint 2010. These modules will be used to educate ITA staff on the U.S. standards system, the international standards system, and key standards-related tasks for ITA employees. The Contractor shall provide instructional design services, including graphic design services, to create two training modules on the standards system and key standards-related tasks for ITA employees. The tasks required are to be divided across the development of two training modules, both to be developed and displayed using Microsoft PowerPoint 2010. The work program will include: 1) Graphic design work for Module 1. Module 1 is approximately 56 PowerPoint slides and covers an introduction to standards, an overview of the U.S. standards system, and why standards are important to U.S. industry competiveness. The content and structure of Module 1 has been completed and the work required is graphic design work to complete a professional quality presentation. 2) Review of task analysis, presentation/instructional design, and graphic design for Module 2. Module 2 will cover the role of an ITA employee in addressing standards concerns raised by industry, cover the 3-4 main roles/tasks of an ITA analyst on standards, and will contain case studies of real-life situations and how ITA staff addressed these core tasks. All technical content on standards will be provided by the Government. The period of performance would be six (6) months from date of award. The DOC is requesting that interested contractors provide a brief capability/information statement demonstrating their ability to provide this service and provide the following information: The statement of capabilities should include: 1. Firm name, address, e-mail, telephone and fax numbers 2. Small business certification - 8(a), HubZone, Service Disabled Veteran or Women-owned. 3. Applicable contract vehicles (i.e. DOC, GSA, NASA SEWP) available for Government-wide use. 4. Past Experience - describe your experience of similar type, size and complexity to that which is the subject of this Sources Sought. 5. Provide a listing of three (3) most recent projects your firm has performed. 6. Your firms Data Universal Numbering System (DUNS) 7. System for Award Management (SAM) registered NAICS Codes. Interested parties should submit their responses in either a.doc or.pdf compatible format via email. Submissions should be no more than three (3) pages plus cover sheet. The DOC does not intend to respond to questions concerning this requirement at this time. Responses should be submitted to Monica.Brown@trade.gov.
