Description
STATEMENT OF WORK (SOW) Business Systems Management Defense Travel System Support INTRODUCTION The Naval Postgraduate School (NPS) requires contract support for the Defense Travel System (DTS) functions. Support includes system analysis, database maintenance, operational oversight, travel helpdesk, DTS and travel related process training, and complex reporting tools for the NPS Travel and Financial Management Offices. Contractor support is required to efficiently utilize DTS without undue cost to the government and inconvenience to the travelers. BACKGROUND NPS uses DTS for web-based processing of Travel Authorizations and Travel Vouchers. DTS is a travel tool that provides efficiencies in the scheduling of travel, ensures compliance with travel regulations, and facilitates timely reimbursement of travel related expenses. DTS is a Department of Defense (DoD) system and is not unique to NPS. However, competent and committed support is truly a force multiplier for NPS line functions. With almost 6,000 travel events each year, exceeding $13.4 million in FY 2012, efficient and effective coordination of all travel requirements, supported through a recognized group of travel experts, allows NPS faculty, staff, and students to fully concentrate on the various aspects of the NPS mission. Reports provided by the contract make it possible for NPS travelers to be cost effective and efficient, for NPS administration to monitor the travel process, and for all stakeholders to get the best value from our travel funds. These services have been determined to be Mission-Essential Contractor Services as defined in DFARS 252.237-7023 (MAR 2010).
