- This is the Brand Name Justification on file. NEGOTIATED ACQUISITION FAR PART 15 - PRESOLICITATION SOLE SOURCE THIS IS A NOTICE OF INTENT ONLY - The Health Resources and Services Administration (HRSA) intends to negotiate, on a sole source basis, under authority of FAR 6.302-1, with The Joint Commission, One Renaissance Blvd., Oakbrook Terrace, IL 60181 to establish an Indefinite Delivery Indefinite Quantity contract to provide Health Center Adjunct Accreditation Survey services to the Health Resources and Services Administration (HRSA). The sole source justification is based on a Brand Name Justification, which is on file and will be posted 14 days after contract award. The Joint Commission provides a consolidated package of accreditation services in which HRSA substantially benefits from initial on-site survey and accreditation services for HRSA's Community Health Care Centers (CHC's) related to laboratory, behavioral, as well as patient centered medical and dental home services. This proprietary commercial accreditation package is significantly more economical to the Government as a package, than if purchased separately. In order for the original accreditation provided by The Joint Commission to remain valid, HRSA's CHC's must be re-accredited through the originating accrediting body. Using a different accrediting vehicle would invalidate the original accreditation provided by the Joint Commission, alter the level of certification that each health care center receives and result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. Additionally, CHCs new to the accreditation process are expected to have and maintain same uniformed standards as HRSA's existing accredited CHC's. The North American Industry Classification System (NAICS) code for this acquisition is 541690 - Other Scientific and Technical Consulting Services, and the size standard is $14.0 million. Interested persons may identify their interest by responding to the requirement within fifteen (15) days after the date of publication of this notice. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
