- IAITP GUEST LECTURER SOW This is NOT A REQUEST FOR PROPOSAL. This is a request for information for planning purposes only. The U.S. Department of Homeland Security (DHS), Federal Law Enforcement Training Center (FLETC) located in Glynco, Georgia is conducting market research for the following requirement: Guest Lecturer Services for the Internal Affairs Investigations Training Program (IAITP) The Federal Law Enforcement Training Center, Investigative Operations Division offers a 4 and one half day advanced training program, the Internal Affairs Investigations Training Program (IAITP), to its more than 80 partnering organizations to provide specialized training to Special Agents and other Law Enforcement Investigators assigned to conduct internal investigations. Based on partnering organization student enrollment projections for the IAITP for FY 2014, the Federal Law Enforcement Training Center (FLETC) has scheduled five iterations of the IAITP for FY 2014. A guest lecturer with subject matter expertise in federal personnel/labor relations law and relevant instructional experience is required for this program. This program requires a guest lecturer with subject matter expertise in federal personnel/labor relations law and extensive experience in representing federal managers, federal employees and law enforcement officers before agencies, in criminal and administrative investigations, in hearings/trials before the Merit System Protection Board, the Equal Employment Opportunity Commission (EEOC), and in U.S. District Court, and in assisting clients in defending security clearance revocation and adverse suitability determinations. The anticipated contract will be a single award, firm-fixed price contract with a base period of 12-months and four (4) 12-month option periods. The North American Industry Classification System Code (NAICS) is 611430 and the Small Business Standard is $10.0 million. The purpose of this request is to gather information with regard to industry interest, capabilities, and qualifications of firms that qualify under the Small Business Programs outlined in Federal Acquisition Regulation (FAR) Subpart 19 and have the requisite experience and skills to support the contract as a prime contractor. All interested parties are invited to submit a capabilities statement of a similar nature within in accordance of the Statement of Work (SOW). Capabilities statements shall be limited to 5 pages (8 ½" X 11", single spaced) or less and provide information on the following: 1. Statement of interest in this requirement, include company information, cage#, and DUNS#. 2. Contact information to include name, e-mail, and phone number. 3. Synopsis of contractor capabilities, past performance, and experience information for contracts similar to the services listed. 4. Company size: Small; HubZone; 8(a); Small Disadvantaged; Woman-owned; Service Disabled Veteran (include all socio-economic areas for which your firm qualifies). Your capabilities statement shall be e-mailed to Gretchen Lovell, Contracting Officer, Federal Law Enforcement Training Center, at Gretchen.Lovell@fletc.dhs.gov. Responses are due by July 24, 2013, 4:00p.m. ET. No telephone calls will be accepted. This synopsis is for information and planning purposes and is not to be construed as commitment by the Government nor will the Government pay for information solicited. No basis for claim against the Government shall arise as a result from a response to the Sources Sought or Government use of any information provided. The Government reserves the right to consider a small business, 8(a) or any other set aside arrangement as deemed appropriate for this procurement.
