- R - SUPPORT - PROFESSIONAL: OPERATIONS RESEARCH/QUANTITATIVE ANALYSIS NOTICE DATE: JULY 19, 2013 Notice Type: Pre-solicitation NAICS: 541720 - RESEARCH AND DEVELOPMENT IN THE SOCIAL SCIENCES AND HUMANITIES Contracting Office: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Regional Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 The National Oceanic Atmospheric Administration (NOAA), Eastern Regional Acquisition, Norfolk, VA on behalf of the National Ocean Service, Silver Spring, MD is soliciting a requirement to conduct a U.S. Integrated Ocean Observing System (IOOS®) Maritime Industry Study, in accordance with the attached Statement of Work. This RFQ is 100 percent set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 541720, which has a corresponding size standard of average annual receipts of $19.0 million. The total period of performance for all work specified in the Statement of Work is September 1, 2013 through August 31, 2016, which includes a base year and two option years. Solicitation number EA-133C-13-RQ-0584 will be issued July 19, 2013 and will close July 30, 2013. The Government anticipates awarding a firm fixed price purchase order to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering the evaluation factors specified in the solicitation. Basis for Award The basis for award of a contract as a result of this Request for Quote (RFQ) will be an integrated assessment by the Government of the results of the evaluation based on the evaluation factors listed below. Technical approach and capability, past performance, personnel qualifications and price. Minimum Qualifications: Personnel Qualifications Economist The Offeror shall have expertise in the following: • Master's degree in macroeconomics or related field • well-developed research skills including the ability to extract and analyze relevant data to make sound judgments; • Excellent quantitative and analytical background with a record of high quality analytical work in the areas outlined in the Statement of Work. • Skill with statistical information; • Excellent written and spoken communication skills to convey complex ideas to people with varying levels of economic expertise; • the ability to build productive working relationships and work within a team; Research Analyst I The Offeror shall have expertise in the following: • Bachelor's degree from four-year college or university, preferably in related field of study • Strong organizational and interpersonal skills; verbal and written communication skills • Well-developed research skills including the ability to extract and analyze relevant data to make sound judgments; • Excellent quantitative and analytical background with a record of high quality analytical work in the areas outlined in the Statement of Work. • Knowledge of advanced research techniques using electronic database research and Internet resources. Research Analyst II The Offeror shall have expertise in the following: • Bachelor's degree from four-year college or university, preferably in related field of study • Strong organizational and interpersonal skills; verbal and written communication skills • Well-developed research skills including the ability to extract and analyze relevant data to make sound judgments; • Excellent quantitative and analytical background with a record of high quality analytical work in the areas outlined in the Statement of Work. • Knowledge of advanced research techniques using electronic database research and Internet resources. Program Manager The Offeror shall have expertise in the following: • Program manager shall be responsible for the overall management of tasks performed under this contract and shall be the primary point-of-contact for overall contractual issues. • He/she shall be responsible for ensuring that practical and effective systems are developed to meet the objectives of the action. • Ensure that quality work is completed on schedule and within the allocated budget. • The program manager shall have, as a minimum, the following qualifications: demonstrated experience managing projects or programs of similar or larger scope, strong organizational and communications skills, and ability to deliver results on schedule and within budget. CAR CLAUSE 1352.213-70 - EVALUATION UTILIZING SIMPLIFIED ACQUISITION PROCEDURES (APR 2010) The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations: (1) Technical Approach and Capability. The offerors approach to performing contract requirements and its capability to successfully perform the contract will be evaluated. (2) Past Performance. The offerors past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. (3) Personnel Qualifications. The experience, education, and qualifications of personnel proposed to work on the contract will be evaluated to determine their ability to perform their proposed duties. (4) Price. (End of clause) All responsible sources may submit a quotation which shall be considered by the agency. The anticipated award date is on or about August 9, 2013.
