Responders are solely responsible for all expenses associated with responding to this RFI. INSTRUCTIONS TO VENDORS: This is a request for information (RFI) purely for purposes of market research. If you feel you can meet this requirement, please email a capability statement to Anthony.Balestreri@va.gov demonstrating your qualifications by 07/25/2013 at 5:00 PM EST. The Department of Veterans Affairs (VA) is looking for a contractor who can provide one year of access to 20 different virtual programs for 362 employees. VA Operations Staff Training and Development VA's Employee Education System (EES) has struggled to internally develop professional training for its staff in an efficient, just in time (JIT) and cost efficient method due to limited resources. VA is looking for the following products, brand name or equal: (1)American Society for Training and Development (ASTD) (362 employees). Essential Series Annual Pass (or equal). This would provide one year access to 362 employees. An example of approved programs are as follows: Adobe captivate6,Adobe Flash for eLearning Designers, Adult Learning, Articulate Storyline, Articulate Studio, Camtasia Studio 8, Coaching SME's to Facilitate Learning, Developing a Mentoring Program, Developing Case Studies, eLearning Authoring Tools, Emotional Intelligence for Improved Decision Making, Evaluating Leadership Development Programs, Evidence-based training, Experiential Learning and Simulations, Game Design, graphics for Learning, HTML5, Performance Based Job Aids, "Podcasts, Video and Writing for the Web", Scenario-based eLearning, Storytelling, Technical Training, Writing Effective eLearning Voiceover Scripts, Writing Training Documents (2)ASTD Forum membership for VA and ASTD enterprise licenses (or equal) (500 employees). (3)ASTD Enterprise Licenses (or equal) (500 employees). This would provide one year of access, and allow them access to at least 10 content libraries. An example of approved content libraries are as follows: Delivering training, Instructional Design, Managing Training, Consulting skills for Trainers, Measuring and Evaluating Learning, Human Performance Improvement (HPI), Managing Organizational Knowledge, Talent Management, Facilitating Organizational Change Through training, and Learning Technologies (4)ASTD Competency Model and Assessment Tool (or equal). This emphasizes foundational, standardized training and development competencies, and the specialty areas within the training and development industry, which are the specialized knowledge and actions required by specific EES and VHA roles and includes but may not be limited to education technologies, instructional design, virtual learning methodologies, e-learning, knowledge management, social media in online learning and facilitating organizational learning to change performance. Assessment tools must provide access and participation in an online survey format that includes proficiency level, suggestions and references for improvement and reporting for individuals or workgroups/organizational functions and must be evidence-based, globally benchmarked and validated training and development industry competencies and proficiency levels accessible twice per individual within the year. (5)ASTD Advanced E-Learning Instructional Design (or equal) (50 employees). This program demonstrates the techniques vital to creating successful e-learning programs and will provide participants with skills to use advanced design techniques to create e-learning programs that drive productivity. Participants will learn effective ways to design learning events that go far beyond the transmission of information to achieve behavior change and targeted performance levels. (6)ASTD Human Performance Improvement Certification Training (or equal) (52 employees). This training provides relevant and timely tools to manage selection and implementation of performance improvement solutions. Participants will learn to link root causes of performance gaps to one of six solutions categories. Using a performance consulting approach you'll uncover the steps to define, design, and develop the appropriate solution. And finally, this course equips you with the skills to manage the implementation process, ensuring that the solution is having the intended impact. This skill-building course will leave participants with practical experiences and tools to seamlessly select and implement HPI solutions. (7)ASTD Designing Learning Certification Online Course (or equal) (61 employees). This program follows a human performance improvement approach to instructional design and includes practice in needs assessment, job/task analysis, and course design using templates exclusive to ASTD. Participants learn to apply a structured step-by-step process toward designing learning programs and apply what they learn to their own work.
