- Design and construct an AW 78-24-28 Type III Hydrant Fueling System at MCAS Iwakuni, Japan. The system will include two (2) 1590kL aboveground JP-5 operating storage tanks with fixed roofs and floating pans, a pump house with control room, five (5) hydrant fueling pits, two (2) covered position truck fill stands, two (2) covered aircraft servicing pantograph checkout stations, and two (2) position truck offloading stations. The system will use a 300 mm stainless steel fuel transfer loop to provide hydrant fueling capability for five (5) wide body aircraft parking positions located at the Cargo Terminal Parking Ramp. The new pump house will have a pumping capacity of 152 lps and will be equipped with five (5) 38 lps centrifugal fuel issue pumps, five (5) 38 lps horizontal fuel issue filter separators and two (2) 76 lps horizontal fuel receipt filter separators. The system will be provided with an emergency generator and manual transfer switch sized to operate the entire system, including power to all pumps. The project will also include the installation of a remote pump run indicator panel with emergency shutdown capability in the POL dispatch building. The U.S. Army Corps of Engineers Japan District anticipates the release of invitation for Bids (IFB) or Request for Proposal (RFP) for this project. Any solicitations pursued are intended for local sources only. Local sources are sources physically located and licensed to perform construction work in Japan. The total estimated cost for this project is between 2,500,000,000-10,000,000,000 Japanese Yen. The Government intends to require contractors to demonstrate bonding capacity within this range in Japanese Yen for this project. Sources Sought Questionnaire: Interested firms are requested to furnish comments on the following questions: 1. For projects within the last six (6) years, describe your firm's capability and experience in Government or comparable commercial projects of fuel facilities, including but not limited to pipelines, fuel tanks, pumps, and hydrant fueling pits. 2. For projects within the last six (6) years, describe your firm's capability and experience installing facilities and infrastructure at sites with a high water table. Provide information on geotechnical and/or structural techniques previously used to minimize construction impacts due to high water table areas. 3. Provide a list of relevant or similar projects including project title, location, completion date and magnitude. 4. Provide a list of projects that your firm has performed work on U.S. military installations in Japan. If you do not have any comments on a particular question, please indicate as such.
