Description
REQUEST FOR INFORMATION Labor Support I. INTRODUCTION The Office of Support Operations (OSO) of the Library of Congress (LOC) provides essential support operations and oversees statutory and regulatory compliance in the areas of human capital, administration, facilities, asset management and protection, personnel security, and safety. OSO is issuing this combined Sources Sought - Request for Information (hereafter RFI) to solicit input for workforce augmentation on an "as needed basis." The goal of this RFI is to identify a ready pool of resources to augment the current workforce. The following occupational areas and the relative percentage of the total pool are: • Event Support (15%) • Warehouse Worker (35 %) • Fixed Asset Inventory Control (15%) • Coat Room Attendant (20%) • General Labor (15%) It is estimated that 6,240 hours are needed annually each year to support the basic labor categories. An additional 8,500 hours could be required under surge conditions. Vendor should conduct background suitability checks on all human resources. Respondents must advise if they are able to satisfy any or all as a single source or as a sub contract. OSO is interested in executing a contract vehicle which would allow quick turnaround by vendors. A brief description of each area follows: Event Support • Supports special events and public programs, to include event setup, service, and breakdown. • Moves and sets up materials and room equipment including tables, chairs, food service equipment, podiums, audio visual equipment, platforms, and sign stanchions. • Provides waiter support. • Ability to interpret floor plans accurately. • Operates freight elevator to assist vendors with deliveries. • Ability to stand for extended periods of time and to lift at least 50 pounds unassisted. • Refers customers to appropriate program supervisor to resolve issues. Warehouse Worker • Knowledge of basic warehouse operations to include, receiving material, stocking material on the shelves, pulling orders as directed, and assisting in the inventory of materials. • Ability to pass certification to operate material handling equipment. • Operates freight elevator to assist in material movement and delivery throughout the Library. • Refers customers to appropriate program supervisor to resolve issues. • Ability to stand for extended periods of time and able to lift at least 50 pounds unassisted. Cloakroom Attendant • Receives patron's coats and personal items prohibited in Library's Reading Room. • Provides patrons with a claim ticket for stored items. • Retrieves patron items. • Protects articles in cloak room, and turns over items left behind to the Library of Congress guard service. • Exhibits good customer service in answering questions or handling complaints. • Refers customers to appropriate program supervisor to resolve issues. • Requires moderate background investigation (MBI). • Fixed Asset Inventory Control • Working knowledge of inventory chain of custody and control. • Familiar with automated inventory management and control system. • Knowledge of General Services Administration's regulations and policies concerning property disposal. • Familiar with the Federal Property Management Regulations and policies. General Labor • Conducts a variety of labor related tasks to include, cleaning out space, moving and delivering material, and collecting recyclable material. • Ability to operate a variety of non-powered material handling equipment. • Pass certification to operate powered material handling equipment. • Operates freight elevator to assist in material movement and delivery throughout the Library. • Refers customers to appropriate program supervisor to resolve issues. All interested and qualified businesses are encouraged to respond to this notice in accordance with the instructions addressed herein. I. INDUSTRY RESPONSE A. COVER LETTER (1 page) The cover letter must clearly identify the following information: 1. Company's Name 2. Company's Address 3. DUNS Number 4. Point of Contact(s) (Name, title, email, and phone number) 5. Identify your business size and business category (i.e. small disadvantaged, 8(a) certified, etc. B. CONTRACTOR'S CAPABILITY STATEMENT (not to exceed 5 pages) The Contractor response must, through narrative description, identify their firm's capabilities to meet the requirements identified in the areas discussed in Section I, and experience in providing similar/same services to other Federal Agencies. When identifying current or past experience, please identify the following: 1. Name of Agency 2. Point of Contact (name, title, phone and email) 3. Contract/Task Order Number 4. Contract Type: 5. Period of Performance 6. Total Contract Dollar/Value 7. Scope of the Contract/Task Order 8. Brief Description of the Work completed within the Scope of the Contract/Task Order C. WHITE PAPER (not to exceed 10 Pages) OSO is interested in hearing industry's ideas on how to efficiently and effectively structure a relationship. Vendors are encouraged to comment on the staff augmentation concept. The Contractor may also provide recommendations on acquisition strategy, contract type, whether to compete requirements separately, and a recommended Statement of Work. The White Paper shall not exceed ten (10) pages. III. SUBMISSION OF INFORMATION The Capabilities Statement and White Paper must be submitted in writing. Submission package, including a cover letter exceed 16 pages. *All questions regarding this RFI must be submitted via electronic mail to LaTalya Palmer on lpal@loc.gov by July 24, 2013. *Responses to this RFI must be submitted electronic mail to LaTalya Palmer on lpal@loc.gov by August 12, 2013 at 5:00 P.M. EST. Responses not received by submission deadline will not be considered or evaluated. The contractor is not required to answer or comment on all content contained in this RFI in order to respond to this notice. IV. OTHER This RFI is for information and planning purposes only and does not constitute a solicitation. All information received in response to the RFI that is marked Proprietary will be handled accordingly. The Government will not return or pay for any information provided in response to this announcement; no basis for a claim against the Government shall arise as a result from a response to this notice or Government use of any information provided. Responders are solely responsible for all expenses associated with responding to this announcement.
