- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command (NAVSEA). The Naval Sea Systems Command plans to issue orders on multiple occasions over the period, 18 months, of a Basic Ordering Agreement (BOA), on an other than full and open competition basis, to General Dynamics “Bath Iron Works (GD-BIW), in accordance with FAR 6.302-1, to perform post-delivery engineering and management efforts in support of the LCS 2 and LCS 4. Efforts shall include maintenance actions consisting of execution and advance planning of Continuous Maintenance Availabilities (CMAV), Emergent Maintenance (EM), Planned Maintenance System (PMS), Facilities Maintenance (FM), Administration and Engineering Support Services (AESS), and class planning and support services. This basic ordering agreement will bridge the gap between Post-Interim support services currently being performed under the BOA and the competitive award of the Product Support Plan (PSP) contracts. As the shipbuilder of the LCS 2 and LCS 4, GD-BIW is the only known source with extensive previous experience necessary to perform these efforts and has developed unique and technical expertise for the design, engineering, construction, and maintenance of these ships. GD-BIW is the only known source capable of providing coverage in order to prevent possible disruption in services and unacceptable delays in mission critical efforts necessary to restore or maintain the ship to a fully operational level required to support the Fleet. The estimated ceiling amount of the BOA is $75M. The statutory authority for the sole source is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
