Description
The purpose of Amendment 001 is to make corrections to the solicitation posted on Monday, July 15, 2013 in reference to the above solicitation: 1) Update nine (9) attachments and include the Standard Form (SF) 33 as part of the solicitation package; 2) Confirm the ten (10) day submission date for questions regarding this solicitation as being July 29, 2013 at 4:00 PM EST; and 3) Extend the proposal submission date to Tuesday, August 20, 2013 at 4:00 PM EST. Proposals may be submitted on or before this date and time. The original posting of this solicitation is being amended to read as follows: The U.S. Environmental Protection Agency (EPA) Office of Acquisition Management (OAM), under the authority of the Federal Acquisition Regulation (FAR) Part 15, Contracting by Negotiations, is officially issuing a Request for Proposal (RFP) (#SOL‐R9-13-00001) for the Superfund Division (SFD) in Region 9. This RFP is being issued as a Service Disabled Veteran Owned Small Business set-aside for the gathering and analysis of technical information and related data, and the preparation of draft technical reports and related materials on offshore marine debris searches specifically in the context of oil and hazardous substance investigation as it potentially relates to marine debris occurrences. EPA's role in offshore marine debris occurrence sites would be to support the US Coast Guard (USCG) and State and local agencies in protection of human health and the environment in the eventuality of an oil or hazardous substance incident response associated with a marine debris incident on or near shore. Under the National Contingency Plan for Response to Oil and Hazardous Substances (NCP), EPA and the USCG are co-chair Regional Response Teams (RRTs) in Oceania (including HI, American Samoa, Guam and the Commonwealth of Northern Marianas Islands) and the mainland (including CA, NV, and AZ). Work for this procurement may also include the Pacific Northwest (OR, WA, and AK). Through the RRTs, the USCG and EPA work together to address the needs of Federal, State and local entities in responding to large-scale environmental problems specifically involving oil and hazardous substances. This procurement is expected to be awarded as a fixed rate, Indefinite Delivery/ Indefinite Quantity (IDIQ) award term contract with a two (2) year base period and one 2-year option period for a maximum potential period of performance of four (4) years. Prospective sources are reminded that an award can only be made to contractors who are active registrants in the System Award Management (SAM).
