- PROJECT INFORMATION: The following synopsis is in accordance with the Brooks Act as implemented in the Federal Acquisition Regulation (FAR) Subpart 36.6. The United States Patent and Trademark Office (USPTO) Office of Administrative Services requires space and facilities management support services to include daily Computer-Aided Design (CAD) and Computer-Aided Facility Management (CAFM) support services and project-specific architectural and engineering (A and E) services. The successful firm must have a minimum of two registered Professional Architects within the State of Virginia. The USPTO is responsible for administering a broad range of administrative and employee support service programs responsive to the needs of the USPTO workforce. These programs include: space and lease management; facilities engineering services; facilities management services; and space planning and design services, including interior building renovations. The work under this contract is expected to be accomplished in the Alexandria/Arlington, Virginia areas. The USPTO anticipates issuing one single-award blanket purchase agreement (BPA) that consists of one base period (12 months) and four options (12 months each). The estimated magnitude of work is daily on-going CAD/CAFM support and occasional architectural/engineering services estimated to total between $1,000,000 and $5,000,000 spread over the life of the BPA. The estimated award date is September 30, 2013. Firms responding to the announcement must demonstrate their experience in CAD/CAFM support services and Architecture-Engineering Services as noted below. CAD and CAFM Support Services The contractor must utilize Autocad v. 2013 or later. The contractor must utilize a CAFM system with a space/facilities module that is accessible both by the contractor and up to 50 employees at the USPTO. This system must be SaaS, cloud-hosted, Windows 7 and 8 and Section 508 compliant. The USPTO will accept IBM Tririga, Archibus or FM Systems software only. The contractor shall provide day-to-day CAD and CAFM services to include, but not limited to: Design and facility-management services for interior renovation, addition, repair, and alteration projects; Project scoping; Preparation of space drawings (e.g. schematic, conceptual, revised, and final design drawings); Cost estimating; Site investigations and field surveys; Space planning and systems furniture integration; Interior design; Building Code compliance; Field verification, inspection, and construction oversight services; Evaluation of building reports, bidding/construction contract documents, and cost estimates; Data entry and support of electronic database(s) (e.g. CAD and CAFM); Maintain drawing management system that allows for updated drawings to be easily accessed and shared at all times. Maintain, organize and provide information or reports regarding: Gross, rentable, usable, and assignable areas by space, floor, building and site; Space types; Space standards; Building codes; Building addresses; Employee and employee location information; Space and occupancy; Detailed reports on cost per area, cost per occupant, etc. Currently, it is expected that 1-2 dedicated, full time individuals are needed to perform the day-to-day type CAD and CAFM services that are contemplated in this contract. As an example of services currently being provided: Ability to simultaneously handle multiple complex, high-profile projects of various sizes in multiple locations at any given time; Workload varying in complexity, averaging 20-25 projects at a time at various project stages; Expectations for project involvement: Attend project meetings, when needed, to include kick-offs, requirements gathering, drawing review/approval; Perform any survey/field verification of location and work within 2 days of receipt of project scope; Provide USPTO review and approval of any conceptual, design-intent, and/or final drawings prior to customer review; Provide all drawings and work product according to schedule set by USPTO; Revise drawings as necessary according to USPTO and/or customer comments; Work with architect(s) and engineer(s) as necessary when construction drawings are needed; Within 5 days of completion of construction and/or receipt of as-built drawings, update USPTO electronic databases and floor plans accordingly; Respond to routine requests (copies of drawings - AutoCAD or PDF format) within 1 business day; Provide routine reports on time; Initial setup for CAFM services and reporting structures; Other CAD and CAFM services, when requested. A/E Services The contractor shall be responsible for all USPTO-needed design services, and may be required to prepare, sign or seal any drawings or specifications as part of this contract scope of work. As needed, the contractor shall provide the following A/E services to include, but not limited to: Architectural and engineering drawings from space planning through design, construction, and post-construction phases; Sealing drawings for permit; General A/E services, including Architecture, Electrical, Mechanical, and Interior Design; Cost estimating; Audio-visual design; Sustainability/environmental design and planning; Preparation and development of the technical information for construction Requests for Proposals and Requests for Information; Development and review of cost estimates and schedules related to design and construction; A/E studies, surveys, and designs; Post-construction contract services; Construction inspection services The contractor shall have an active office located within the National Capital Region located within a 70 mile radius from the USPTO's Alexandria Campus located at 600 Dulany Street, Alexandria, VA 22313. The contractor shall be a fully licensed business entity within the Commonwealth of Virginia. Travel outside the National Capital Region is not expected. This requirement is a total set aside for Women-Owned Small Businesses, which includes Economically Disadvantaged Women-Owned Small Businesses located within a 70 mile radius from the USPTO's Alexandria Campus located at 600 Dulany Street, Alexandria, VA 22313. Firms that meet the requirements described in this announcement are invited to submit an original copy of a completed Standard Form 330 (SF 330); Part I Contract Specific Qualifications, required for the prime architect-engineer firm to include projects related to the type and nature of work for which the firm was responsible and to include brief resumes of key personnel expected to have major responsibilities for the project, and one original copy of a current SF 330, Part II-Architect-Engineer Qualifications for itself and for each of its individual consulting firms. Section H of the SF 330 shall be tailored to reflect a strong background in the design of facilities as identified above. Section H will be used as a major evaluation factor for the firm's qualifications as noted below. The SF 330 can be found at http://www.gsa.gov/portal/forms/download/116486. PERTINENT FACTORS: Pertinent factors for consideration of qualifications, listed in order of importance, for the Vendor, are as follows: (1)Professional qualifications necessary for satisfactory performance of required services. Provide brief resumes of proposed team members who will serve as the Project Manager, Lead Architect and CAD/CAFM support. Each resume shall include a maximum of five (5) completed projects that best illustrate the individual team members' experience relevant to this contract scope. (2)Specialized experience and technical competence in the type of work required. Describe the team's experience in similar design projects. (3)Capacity to accomplish the work in the required time. Outline the firm's approach to design, construction and project management. Document the ability to handle and complete projects with multiple end-users and complex requirements. Describe the team's organization with an organizational chart that identifies the overall relationship and lines of authority of the proposed team. Include firm names, key personnel and their discipline/specialty. (4)Past Performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Provide a detailed narrative of up to ten (10) maximum relevant projects, completed within the last five (5) years that best illustrate overall team experience relevant to this contract scope. List projects that demonstrate the team's experience with projects of similar size and scope to those to be performed under this contract. Provide current points of contact: name, title, address, telephone number and email. (5)Location within 70 miles of the USPTO's Alexandria Campus located at 600 Dulany Street, Alexandria, VA 22313 and knowledge of the locality of the project. Describe the team's knowledge of codes/ordinances and familiarity with the City of Alexandria. Only firms that submit the forms by 4:00 PM EST on July 30, 2013 will be considered for review of qualifications. Questions are due by 3:00 PM EST on July 1, 2013. The firm rated by the Evaluation Board (EB) as the most highly qualified shall receive the Request for Proposal package with the terms and conditions applicable to any resultant contract. Should the USPTO and the most preferred firm are unable to reach an agreement on a fee and contract terms, the negotiations will be terminated and the USPTO will enter into negotiations with the next most highly qualified firm.
