- FBO Posting HHM402-13-R-0074 Financial Determination Responsibility Questions and Answers 11 - 17, posted July 15, 2013 Q11. If there is no incumbent and DIA has in the past used Dun & Bradstreet (which all companies doing work in US Government space provide financial date to D&B) and Experian Financial Services why is the DIA soliciting proposals from other contractors when a process to receive the financial information with predictive risk indicators is available thru D&B. Should other firms which will need to use D&B data as am ODC in their FFP bid even entertain bidding this RFP or is DIA only looking for D&B and Experian to bid this RFP? A11. The Government is posting its requirement as full and open on Federal Business Opportunities to maximize competition. Currently no contract is in place. All interested vendors are encouraged to apply. Q12. We request a 7 day (one week extension) to review answers to this RFP do best decide to bid or no bid. Can we get a one week extension? A12. No extension. Q13. As a follow-up to Q8/A8 posted on July 8, 2013, it seems the only practical source of company information, regardless of size of company, is from Dun & Bradstreet for the DUNS number is required by all companies registered to provide services to the government, and it is proprietary to Dun & Bradstreet. If so, it seems to uniquely position Dun & Bradstreet as the provider of company information to be used for financial responsibility determination. Is this correct? A13. No. The Government has previously had a contract with a source other than Dun & Bradstreet. Q14. Does the DIA recognize a "segregation of duty" between the company used by the contractor to provide the financial data, and the company used to provide the risk analysis algorithm that is the final indicator of the company's financial responsibility? A14. The Government does not understand the question. Q15. In support of the Statement of Objectives, does the government require the company information retrieved from a 3rd party, along with the calculated risk assessment value and associated narrative to be stored in a secured, hosted database provided by the contractor? A15. Please review the SOO for all requirements. The Government does not expect to host a database. Q16. Is it possible to grant an extension in the proposal due date to support a potential change in teaming partners/technical approach based on the responses to questions? A16. No extension. Q17. I have a question with regard to Solicitation # HHM40213R0074 - is there any incumbent contract information available? A17. See A1. Currently there is no contractor. In the past, the Government has had contracts with Dun & Bradstreet and Experian Financial Services for financial responsibility determinations.
