Description
Draft Performance Work Statement This is a Market Survey to determine the commercial availability of supplies, services and technology to implement the Land Mobile Radio (LMR) Western Region Infrastructure (WRI) on Marine Corps Bases, Posts and Stations (BPS) within the Western Region of the United States. Synopsis: THIS REQUEST FOR INFORMATION (RFI) IS BEING RELEASED PURSUANT TO FEDERAL ACQUISITION REGULATION (FAR) PART 10: MARKET RESEARCH. This RFI is issued solely for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, the Marine Corps System Command (MARCORSYSCOM) is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the United States (U.S.) Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. You are advised that all submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor the Federal Business Opportunities (www.fbo.gov) site for additional information pertaining to this RFI, and any subsequent solicitation. The MARCORSYSCOM Product Manager Emergency Response Systems (PdM ERS) is conducting market research to determine the commercial availability of supplies, services and technology to implement the Land Mobile Radio (LMR) Western Region Infrastructure (WRI) on Marine Corps Bases, Posts and Stations (BPS) within the Western Region of the Continental United States (CONUS). The Government is seeking documentation, white papers, concentrations, and technology information to support the LMR WRI for the United States Marine Corps (USMC). Specifically, the objective of this RFI is to receive assistance and comments regarding: Tower Site Facility • Define what sorts of power systems are available for remote (off grid) RF sites with limited access? (Consider all options for power generation, management and storage) • Determine what type of tower would be effective and sustainable in the given conditions? (Need environmental, height and other constraints) • Determine life cycle sustainment approaches and pricing • Describe how these remote sites can be digitally connected to a monitoring facility • Type of remote site management (power, security) capabilities available • The Government's process with respect to timelines, reviews and testing • Information such as power, HVAC, space, and other considerations for non-Radio Frequency infrastructure (i.e. towers and shelters) • Determine the type of enclosure that requires the least amount of effort to maintain environment suitable for equipment (Energy Efficient / Green Technology) • Identify cost drivers associated with off grid sites (both up front and recurring) RF Equipment • The Government's process with respect to timelines, reviews and testing in acquiring the prime mission product • APCO Project25 standards integration of multiple vendor radio subscriber units and other emergency response systems (i.e. computer aided dispatch and dispatch consoles) • Type of remote site management (power, security) capabilities available • Determine life cycle sustainment approaches and pricing Furthermore, the LMR WRI is one segment of Enterprise Land Mobile Radio (E-LMR (Slice)). Responses to this LMR WRI request for information may include technical concepts, system documentation, capabilities documentation, Information Assurance (IA) and security measures and devices, and other provided support articles. Responses may also include documentation relating to planning, engineering, transitioning, cutover, software, hardware, and interfaces for operational fielded systems, migrations, and concepts deployed within the Department of Defense (DoD), Federal Agencies, State and Local Governments, and other entities, to be considered. Respondents are requested to explain in detail: 1) The contractor's technical understanding and approach to design, engineer, furnish, install, secure, test (EFIST) and sustain, a multiple site, digital, trunked ultra-high frequency (UHF) P25 Phase II Time Division Multiple Access (TDMA) LMR system with 9600-baud control channel and Advanced Encryption Standard (AES) encryption that supports Phase I and Phase II subscriber units. Additionally, the Contractor should provide options to incorporate P25 Over-the-Air Rekeying (OTAR) and Over-the-Air Programming (OTAP). This system will operate in the 380-399MHz range at twenty six (26) LMR Radio Frequency (RF) sites located on six (6) different Marine Corps BPSs described in the draft PWS in accordance with standards outlined. 2) The contractor's specific and unique experience to design, EFIST and sustain, a multiple site, digital, trunked UHF P25 Phase II TDMA LMR system with 9600-baud control channel and AES encryption that supports Phase I and Phase II subscriber units. Additionally, the Contractor shall provide options to incorporate P25 OTAR and OTAP. This system will operate in the 380-399MHz range at twenty six (26) LMR RF sites located on six (6) different Western Marine Corps BPSs described in the PWS in accordance with standards outlined. 3) A Rough Order Magnitude (ROM). 4) The contractor's comments to the draft PWS, SDS, Communications Infrastructure Analysis Report, and Site Survey Report for 29 Palms. Attachments 2, 3, and 4 are available by request only to current DoD contractors due to their contents. These attachments are provided for reference and background information for this task. Comments in the form of questions will be taken into consideration but not answered during the RFI process. Attachments: (1) Draft LMR WRI PWS (2) Draft E-LMR (Slice) SDS (3) Communications Infrastructure Analysis Report for 29 Palms (4) Site Survey Report for29 Palms Technical comments in the form of questions will be taken into consideration but not answered during the RFI process. 5) A reference list of similar and related DoD contracts within the past three (3) years, to include contract number, dollar value, a brief description of services, and points of contact with phone number. 6) The contractor's company profile including but not limited to address, POC, phone, fax, email, DUNS, Cage Code, and Business Size. 7) Cite existing GSA or other Government contracts, if applicable. Contractors are requested to structure their responses to coincide with the numbering detail above.
