Description
Draft BPA or IDIQ Spectrum Management PWS The United States Coast Guard (USCG) is searching for vendors (preferably small businesses) interested and capable of providing services to assist the U.S. Coast Guard by providing on-site technical, telecommunications, administrative and engineering support for spectrum management functions including frequency assignment processing, spectrum engineering and frequency planning and communication support. REQUESTED INFORMATION USCG requires input concerning the small businesses ability to meet all of the requirements within the attached work statement. Specifically: 1. Small business size status. 2. Experience providing on-site technical, telecommunications, administrative and engineering support for spectrum management functions including frequency assignment processing, spectrum engineering, communications and frequency planning support, and the development of standards, radio communications policy and regulations. 3. What technical support and contributions, if any, did you provide to national level and international spectrum management and maritime telecommunications processes for securing spectrum resources, developing standards, and influencing international and national policy and regulations. 4. Experience, processes, and methodologies in: a. Providing field level operational support for communications and radio frequency planning, radio code plug development and implementation, contingency communications planning and execution, radio user training, and the development, processing, review, and management of radio frequency assignments. b. Locating, identifying, and resolution of (RFI) electromagnetic interference (EMI). Describe your company's experience using equipment to locate interference and any interference reporting processes or procedures used to report and document electromagnetic interference. c. Developing and conducting training for spectrum management awareness, radio user training, communications and frequency planning, contingency communications, and radio code plug development. d. Using systems and software to process radio frequency assignments, both nationally and internationally, as well as conducting propagation analysis and selecting radio frequencies. e. Providing engineering support for the development of maritime equipment standards to include participation in meetings with international organizations. f. Describe your experience with engineering equipment compatibility studies to include co-site analysis and recommendations for resolving co-site issues with electromagnetic equipment. g. Providing telecommunications support for international meetings developing radio and communications policy, regulations, spectrum allocations, and maritime systems. What is your company's experience in international meetings to include ITU, IMO, and IALA? 5. What methods, processes, or procedures does your company employ to ensure geographically separated employees are meeting the customers' requirements and are effectively managed on a routine basis? 6. Describe your experience with providing technical expertise in MF/HF/VHF/UHF/SHF mobile and point-to-point commercial communication systems, Coast Guard, and military communication systems. 7. Feedback on whether or not this requirement is appropriate for a GSA Schedule BPA and the Schedule/SIN number recommended. 8. Any other information pertinent to this notice as it relates to the ability to provide a solution. THIS IS A REQUEST FOR INFORMATION (NOTICE) BEING RELEASED SOLELY FOR INFORMATION, MARKET RESEARCH AND PLANNING PURPOSES. It does not constitute an RFP or a promise to issue an RFP in the future. This notice does not commit USCG to contract for any supply or service. Further, the USCG is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that USCG will not pay for any information or administrative cost incurred in response to this notice. All costs associated with responding to this notice will be solely the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this notice. Please be advised that all submissions become Government property and will not be returned. Not responding to this notice does not preclude participation in any future RFP, if any is issued. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this notice.
