- FA9451-13-R-0363 SOURCES SOUGHT DEVELOPMENT AND FABRICATION OF VERY LARGE MODE AREA ERBIUM DOPED PHOTONIC CRYSTAL FIBER THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A SOURCES SOUGHT NOTICE ONLY. This Sources Sought is for planning purposes only and is a market research tool to determine availability and adequacy of potential business sources for the following: Development and Fabrication of Very Large Mode Area Erbium Doped Photonic Crystal Fiber (NAICS Code 333314) - Commercial Items 1. The Air Force Research Laboratory (AFRL), Directed Energy Directorate (RD), Kirtland Air Force Base, NM is anticipating a requirement for the design and optimization of a single mode, very large mode area, erbium/ytterbium doped photonic crystal fiber in silica glass. A combined synopsis/solicitation from commercial sources is anticipated to be advertised under full and open competition. No fully capable small businesses have been identified at this time; however all small businesses are invited to present a Statement of Capabilities under this Sources Sought announcement. 2. Requirement: Crystal Fiber Development in accordance with the Statement of Work (SOW) dated 10 July 2014 (see Package #1). The diameter of the core should be greater than 50 microns. The pump cladding should be optimized for pumping at 976 and 1480 nm. Investigation and optimization of the design of an erbium or erbium/ytterbium doped photonic crystal fiber that is bendable, having a core diameter of at least 80 microns. 3. Deliverables/Schedule: 1) Fabrication and testing of 100 m of very large mode area erbium or erbium/ytterbium doped photonic crystal fiber having a core diameter in excess of 50 microns. Delivery Date: 30 Sep 2014 2) CDRL - Final Report. Delivery Date: 30 Dec 2014 4. Anticipated Contract Type: Firm-Fixed-Price (FFP) 5. Anticipated Evaluation Criteria: Lowest Price Technically Acceptable (LPTA) The Government is under no obligation to pay for information submitted in response to this Sources Sought. All the information submitted will be considered and treated as public information. The vendor should not include any pricing or proprietary information. This is not a Request for Proposal or Quote, therefore, responses to this notice shall not be accepted as offers, and the Government is not required to issue a solicitation. Businesses responding to this Sources Sought Notice must provide a Statement of Capabilities. Statement of Capabilities shall address the following: 1. If the offeror is a Small Business (SB), we will need the supplier's home office SBA contact and all current documentation to show the Small Business status and size. Any questions suppliers may have prior to submission of this Sources Sought must be in writing. Submissions shall be addressed to the contracting office and personnel outlined below. NOTE! Any contract will be awarded pursuant to FAR 52.232-18, Availability of Funds. Potential sources should only submit the minimum information necessary and shall not exceed five (5) pages. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submission. The Government may contact potential sources for additional information as required.
