Description
This is a Sources Sought announcement to request information only. This acquisition falls under the Classification Code Z - Maintenance, Repair or Alteration of Real Property, and North American Industry Classification System (NAICS) Code 236220 - Commercial and Institutional Construction. The U.S. Army Mission and Installation Contracting Command (MICC) - Fort Benning, 6650 Meloy Drive, Suite 250, Fort Benning, Georgia, 31905 is seeking sources for this project to provide a retro-fit of an existing machine-gun (MG) transition range in accordance with TC 25-8, Training Ranges, to train and test soldiers on the skills necessary to zero, detect, identify, engage and defeat Stationary Infantry Targets (SITs) in a tactical array. This project is in accordance with the Fort Benning Range Complex Master Plan. Interested concerns, small only, should indicate interest, in writing as early as possible, but no later than 9:00AM EST, Thursday, July 18, 2013. The purpose of this sources sought notice is to obtain information on qualified and experienced contractors interested in providing bids on a new requirement for the repair and renovation of the 800 meter transition range (Wagner Range) at Fort Benning, Georgia. The scope is provide construction to an existing nine (9) Lane Machine Gun Transition Range at Fort Benning, GA to meet current training requirements. The current range consists of 9 firing lanes; each lane will be 25 meters wide at the baseline with a gradual increase to 100 wide at the 800m point. The range is 800 meters in depth. Each firing lane will consist of 126 Stationary Infantry Target positions. Range shall have underground electric (U/E) and data to all target positions and panel boxes in each target positions. Utilities are at the site and will support all facilities and will be located within 100 meters of the range construction site. In addition, light poles w/ lights, a public address system, a bleacher enclosure w/bleachers, range limit markers and lane markers will be required. The contract will establish terms and conditions upon which the Contractor will supply repair parts and perform installation and other repair tasks as identified. There will be no Government Furnished Equipment (GFE). The Government anticipates a Firm Fixed Price contract that will include all equipment and installation. Should a solicitation be issued, the contractor shall visit the proposed work site to establish, clarify, and define the scope of work of the individual requirement(s) in order to prepare a detailed bid. In addition, the contractor will be responsible for obtaining and /or submitting all necessary permits. The Contractor shall be required to include all supervision, materials, labor, equipment, transportation, and disposal required to successfully complete the work ordered. Request interested firms respond to this notice and include the following in their response: 1. Firm's information [name of representative, address, phone number, CAGE Code, DUNS number]; 2. Interest in nature of participation [e.g., prime contractor, teaming partner, primary subcontractor]; 3. Business size [e.g., SB, HUBZone, SDVOSB, WOSB, SDB] 4. General Capability [general information and technical background describing your firm's experience in contracts requiring similar effort to include a summary of relevant (multiple trade, multiple projects) performance history of no more than five (5) contracts, including current projects and projects held within the last six (6) years (identified by customer, contract number, project title, project location(s), performance dates, yearly and total dollar amount, Contracting Officer or contract administration points of contact with telephone numbers, and in what capacity performed (e.g. prime or subcontractor)]; Interested contractors may provide the above information via e-mail to the electronic address listed herein. Information submitted must be in sufficient detail as to allow for a thorough government review of firm's interest and capabilities. Request responses are limited to six (6) pages and are due no later than 09:00AM EST, Thursday, July18, 2013. Responses to this notice will assist the government in identifying potential sources in determining if a set-aside of the solicitation is appropriate, and in determining whether or not this approach to securing contracting support is practicable. Respondents are advised that the government will not pay for any information or administrative cost incurred in response to this RFI. Responses to the RFI will not be returned. Proprietary information and trade secrets, if any, must be clearly marked. All information received that is marked Proprietary will be handled accordingly.
