Description
SOURCES SOUGHT SYNOPSIS The 414th Contracting Support Brigade in Vicenza, Italy is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support requirements for any of the supplies and services listed below. The location of performance is at eight (8) training sites located through Italy. The sites include, but are not limited to, Aviano, Cao Malnisio, Caserma Ederle, Foce del Reno, Camp Darby, Monte Carpegna, Monte Romano, and Sardinia. The intent is to establish approximately three (3) Blanket Purchase Agreements (BPAs) to provide life support for military training events. The training event may require one (1) or all of the below items. a. Portable Toilets. The portable toilets shall be the standard commercial-type, a single cabin unit in the approximate size of 1.25 meters wide and 1.25 meters deep and 2.0 meters tall. The cabin is to be equipped with a hand cleaning agent (dispenser), a urinal, and a holding tank (minimum capacity of 250 liters). b. Tents. 25 person sleeping tents. These tents will include matted flooring, heaters, and generators capable of providing 120V use w/extension cords during the duration of the use. The generator and heaters will have fuel and oil/lubricants maintained for and provided by the contractor during the entire time of the contract. Heaters must be able to maintain a minimum overall constant temperature of 55 Degrees Fahrenheit or 12.8 Celsius. c. Trash removal. The contractor will be required to remove and dispose of all trash every other day. The contractor will provide trash cans 50 gallons or larger with trash bags and one (1) large dumpster for daily trash collection during the duration of the use. The contractor will only be responsible for the removal and disposal of trash from the large dumpster. d. Lights. The contractor will provide generator mounted flood lights with all fuel and maintenance required during the duration of the use. e. Shower Facility. The contractor will be required to provide an enclosed heated shower system(s) capable of showering five (5) people at the same time. The contractor will be required to provide water and gray water removal, daily cleaning, and maintenance for the duration of the use. f. Hand Washing Stations. The contractor will be required to provide one (1) hand washing station per five (5) latrines with hand washing soap and paper towels, and a trash can for during the duration of the use. g. Forklift. The contractor will be required to provide one (1) rough terrain forklift with operator capable of lifting 10,000 lbs. The contractor is responsible for the fuel, maintenance, and upkeep on the equipment during the duration of use. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name 2) Address 3) Email address 4) Web site address 5) Telephone number 6) Size and type of ownership for the organization 7) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. [Note: In accordance with FAR 10.001(b), agencies should not request potential sources to submit more than the minimum information necessary.] The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT WILL BE PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice No Later Than Friday 26 July 2013 1700 HRS Central European Time.
