Description
This is a request for information (RFI) / SOURCES SOUGHT SYNOPSIS. This request is not a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. The purpose of this request for information is in support of market research being conducted by Army Contracting Command- Aberdeen Proving Ground and Program Management Office (PMO) Joint Battle Command-Platform (JBC-P) to identify potential sources and gather information on current capabilities within the market. This synopsis is for planning purposes only and is NOT to be construed as a commitment by the Government nor will the Government pay for information solicited hereunder. All costs associated with responding to this RFI will be solely at the responding party's expense. This effort is anticipated to be sole source. The United States (U.S.) Army Contracting Command-Aberdeen Proving Ground (ACC-APG) is conducting market research to identify potential businesses that have the skills, experience, knowledge, and capabilities required to continue operation, fielding, and repair of the L-band communications aspects of the Force XXI Battle Command Brigade and Below (FBCB2)/Joint Battle Command-Platform (JBC-P) Systems, including Blue Force Tracking (BFT) and Movement Tracking System (MTS) Systems, and maintaining the operational software for the MTS systems on and Cost-Plus-Fixed-Fee (CPFF) and Firm Fixed Price (FFP) basis. The contractor shall maintain HW and SW operating on the JBC-P networks, specifically the HW and SW located at the Satellite Earth Stations and the MTS SW, in an up to date and operationally capable condition, with current patches, and complying with the same standards as the network HW and SW owned by the Government. All equipment is owned and operated currently by CMDC. Some examples of work could be (but not limited to): 1. Satellite Hub/Hub Interface installation or de-installation at a Satellite Earth Station facility. This would also include interfacing the Hub with the Satellite Service Provider's system. 2. Sustainment of the Hub/Hub Interface equipment, including Intrusion Detection/Prevention systems, Connection to Internet Points of Presence, VSAT hardware. Current equipment exists at Auckland, NZ; Burum, NL; Sharjah, UAE; and Paumalu, HI. 3. Provide for telehousing/Hub Hosting agreements with the Satellite Earth Station facilities. 4. Maintain the MTS 5.15 and 5.16 Software 5. Maintain the BFT1 Network Packet Switch at each instance of the BFT1 and MTS NOC (Aberdeen Proving Ground, MD; Ft Carson, CO; Ft Hood, TX) 6. BFT1 network upgrades, perform IAVA/DIACAP/STIG patches in accordance with Army and DoD Security Regulations 7. Perform both planned and emergency maintenance as needed to keep the network operating at greater than 99.95% availability. 8. Operate the BFT1 and MTS networks from within a Government facility, with all personnel having a minimum of a Secret security clearance, a minimum of IT level-2 qualification, and cleared to operate a MAC Level-1 Government network. The source for this action is CMDC in Germantown, MD. CMDC is the developer of the JBC-P System's BFT1 satellite network and original satellite transceivers utilized by the JBC-P System. The satellite hubs supporting this effort are an already developed item and are owned and operated by CMDC. The BFT1 network, including CMDC's satellite hubs, can only operate using CMDC's proprietary software and waveform. The Government anticipates award of a Cost Plus Fixed-Fee/Firm Fixed Price requirements type contract and support tasks. If qualified and interested, please submit an email stating the name of your company, your interest, a Capabilities Statement, and your business size: indicating whether you are a small or large business for the purposes of the assigned NAICS code. Submission should be no larger than ten (5) pages. Also, identify a company Point of Contact (POC): name, telephone number with area code, and email address. Emails are preferred. The Government Points of Contact for responses are listed below. Submit all responses to the listed point of contact (POC). Reference 13J-079J-001 in all correspondence. Responses are due by 15 July 2013 at 4pm EST. The Government is requesting all interested and qualified firms respond to this sources sought notice with the following information: 1) Company name and Point of Contact, to include address, fax number, email and website; 2) A list of similar contracts your firm currently holds or has completed within the last three (3) years. The list of relevant contracts should only include the location, contract number, brief description/title of requirement, estimated yearly value and performance period. 3) DUNS number and CAGE code; This Sources Sought Notice is NOT a solicitation. Rather, this Sources Sought Notice is being conducted as a Market Research method to determine all interested sources prior to formalizing our Acquisition approach. No physical or quote mark hard quote mark copies will be accepted as a result of this request. No requests for capability briefings will be honored as a result of this notice.
