W912EQ-13-S-0013 USACE Memphis District Storage Tanks for Oxidixer THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE AVAILABLE. RESPONSE DATE: 17 July 2013 NAICS: 326199 POINT OF CONTACT: Jackie Primer Responses due NO Later than 2:30 p.m. central standard time July 17, 2013. This is a Sources Sought Notice / Draft Request for Proposals is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Memphis District, requests information concerning its requirement for Fiberglass or appropriate tanks for liquid oxidixer. The government will consider these responses before issuing a formal solicitation. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. After review of the responses to this announcement, if the Government still plans to proceed with the acquisition, and after approval of the associated acquisition strategy, a solicitation announcement will be published in the Federal Business Opportunity. NO SOLICITATION IS CURRENTLY AVAILABLE. All interested offerors will have the opportunity to respond to solicitation announcements at a later time. This notice is to assist the Memphis District, Corps of Engineers in determining potential sources and to gauge industry capability. This sources sought announcement is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. Main Street B-202, Contracting Division, Room 665, Memphis, TN 38103 no later than 2:30 p.m. central standard time July 17, 2013. NO APPOINTMENTS OR TELEPHONE CALLS WILL BE ACCEPTED. Project Description: This is a market survey for providing Tanks as described in the below specifications: The equipment to be furnished under this requirement consists of 6 above-ground skid frame mounted storage tanks equipped for storage and handling of a liquid as specified herein and all necessary operating accessories customarily furnished as standard equipment except as otherwise specified herein. The equipment shall be new and shall receive, without additional cost to the Government, the usual new equipment warranty, check-ups and adjustments identical to those furnished on such equipment sold to the general public. TANK The tank shall be the manufacturer's standard current model, suitable for use under the following conditions of service and shall conform to the standards (UL, NFPA, etc.) for storage of flammable and hazardous liquids: (a) Storage Capacity: 2,500 gallons. (b) Maximum External Dimensions: 7' Wide by 15 quote mark Long by 7'-4 quote mark High (skid frame with tank installed). (c) Loading Conditions: Must support necessary standard equipment such as ladders, drop tubes, etc. Must be capable of storing liquids with specific gravity of 1.55. Must be capable of being crane lifted when full and transferred from permanent storage site to utilization site. (d) Properties of Stored Material: Tanks will be used to store a liquid oxidizer solution (see MSDS #1338). The tanks will hold the liquid oxidizer solution only and will be stored outside. Sodium perchlorate is the primary raw material used in the liquid oxidizer solution (see MSDS for Sodium Perchlorate Solution for reference). The specific gravity of the liquid oxidizer is 1.55 and it is sunlight sensitive. pH of material to be stored will range from 3.7 to 5.7. The MSDS sheet for liquid oxidizer solution to be stored in the tanks and for reference the MSDS for the raw material component Sodium Perchlorate solution are attached at the end of this Scope. (e) Tank Properties: The tank should not corrode due to storage of the liquid oxidizer solution or due to weather conditions. It must not allow sunlight or ultraviolet penetration. External color should be white. Included at the end of this Scope is a drawing of the current tank including skid mounted frame being used to store and haul the liquid oxidizer solution. The current tanks were manufactured by Palmer Manufacturing and Tank, Inc., and are made of reinforced fiberglass. Reinforced fiberglass tanks shall conform to either ASTM D3299 or ASTM D4097. Current tanks are engineered with internal baffles for structural support to prevent collapse during movement when loaded to capacity. Current tanks are mounted within a structural steel skid frame for crane lifting and transport when loaded to capacity. New tanks shall match existing tanks as close as possible in materials and construction including structural steel skid frame and accessories (valves, flanges, gaskets, etc.). Pictures of existing tanks in addition to the tank drawing are available for reference only and can be made available if necessary. The selected Contractor upon award will be required to make a site visit to 2915 Riverport Road, Memphis, TN to confirm and acquire any necessary field measurements in order to ensure new tanks match existing tanks as close as possible. The selected Contractor shall submit tank drawings along with design calculations, for approval, prior to construction of tanks according to the delivery schedule. (f) Openings: (1) Vent: Standard 2 quote mark - Pressure activated to prevent tank rupture - closed atmosphere. (2) Fill: Standard 2 quote mark. (3) Drain: 2.5 quote mark conically gusseted flanged. (4) Manway: Standard 24 quote mark with non-corrosive fittings and gaskets. (5) Openings (1), (2), and (4) shall be located along top center at manufacturer's determination as close as possible to those shown in the attached drawing. Opening (3) should be located at bottom end. All openings shall include appropriate flanges, closures or caps, and compatible gaskets similar to those shown on the attached drawing and pictures and capable of being locked or secured in some manner. (g) Lifting Lugs: Lifting lugs shall be capable of supporting weight of tank and bracing when tank is full of material as specified in (d) above for crane lifting and transport. (h) Accessories: (1) A UL approved closing ball valve compatible with the material and capable of being locked, attached to the drain with a 2.5 quote mark male quick coupling. (2) Anchor straps for securing tanks on barge to transport to utilization site. DELIVERY. Delivery of the tanks and accessories at destination shall be made within forty-five (45) calendar days after approval of engineering drawings. Engineering drawings and calculations shall be provided to the Government within ten (10) calendar days of the date of receipt by the Contractor of notice of award. The equipment supplied under this requirement shall be delivered F.O.B. destination to Ensley Engineer Yard, 2915 Riverport Road in Memphis, TN 38109. The NAICS Code is 326199 with a size standard of 500 employees. The Government requests capability statements which demonstrate the ability to manufacture/supply Storage Tanks in accordance with Government requirements. Specifically the Government requests answers to the following questions: 1.Do you have the capability to supply the specified tanks within the timeframe required? 2.Do you have the equipment with the ability to mount tanks within a structural steel skid frame for crane lifting and transport when loaded to capacity? 3.What experience do you have providing similar requirements? 4.Are you a small or large business? (Please supply CAGE or DUNNS number) Comments will be shared with the government personnel, but otherwise will be held in strict confidence. Comments may be in a format as chosen by each offeror, but must include the offerors, name, point of contact and phone number, planned role on the project, and socio-economic status. In preparing the formal solicitation, the government makes no commitment to retain any of the elements/provisions of this request for information and may include different elements/provisions in the formal solicitation.
