- RFQ SOW This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Written quotes are being requested. A hardcopy written RFQ will not be issued. National Marine Fisheries Service Pacific Islands Regional Office Aquaculture Program has a need to validate an existing fish farm model software for use on Hawaiian marine waters. The entire Solicitation is attached. This procurement is 100% set aside for small business concerns under the North American Industry Classification System Code (NAICS) 541611 with a small business size standard of $14.0M. The government intends to issue a firm fixed price contract. The period of performance shall be 18 months from date of award. All interested parties must respond to this announcement within fifteen (15) calendar days of its publication. Interested firms shall provide, in writing, a brief narrative (no more than 3 pages in length) and documentation to support your firm's capability and experience meeting the requirements herein and include your firm's name, address, point of contact, telephone number, DUNS Number, CCR Cage Number, business type and size, i.e., small, large, non-profit, educational, and so forth. Any response that does not include this information will not be considered. The Government will review your response to determine if your firm has the experience, knowledge and capability to perform the services as specified above. Award will be based on lowest price technically acceptable (LPTA). Detailed information must be submitted by email to the Purchasing Agent, Maria L. Mendoza at maria.l.mendoza@noaa.gov by 4:00PM local Seattle time (PST), on Friday, July 26, 2013. Questions of any nature must be addressed in writing as TELEPHONE INQUIRIES WILL NOT BE HONORED. This notice is hereby issued as RFQ No.AB133F13RQ03016. The following provisions and clauses shall apply to this RFQ and resultant award.
