Description
The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI); Project Manager for Instrumentation, Targets and Threat Simulators (PM ITTS); Instrumentation Management Office (IMO) is adjusting the acquisition strategy for the Joint Urban Test Capability (JUTC) Program. The previous approach was to evaluate written proposals and award a Firm-Fixed-Price contract, with options, for prototype demonstrators, Technical Feasibility Testing and subsequent options for production quantity in Third or Fourth Quarter FY14. The purpose of this posting is to communicate the adjusted acquisition approach to industry. PEO STRI PM ITTS IMO now plans to evaluate proposals in a multi-step process. This multi-step process includes submission of material samples along with submission of one full-sized reduced footprint of the Urban Building Replica (UBR) design. These items will be submitted simultaneously with the written proposal. The material samples and UBR design will be shipped to White Sands Missile Range (WSMR), New Mexico. Written proposals will be submitted to PEO STRI. Specifically, you will submit two material samples representative of the exterior UBR wall material for testing and evaluation. The size of one sample will be approximately 18 inch by 18 inch and the other sample will be approximately 4 feet by 8 feet. These samples will be tested for radio frequency (RF) reflectivity and transmissivity to determine material realism utilizing test equipment at WSMR. You will also be submitting one full-sized reduced footprint of an UBR design. The full-sized reduced footprint of the UBR will have 2 stories and a ground footprint of approximately 64 to 144 feet squared. The first floor will have at least one door and one window. The second floor will have at least one window, one balcony, and one door for balcony access. There will be a pass-through/access to the second floor of the UBR for personnel and test equipment. The UBR will have a pitched roof. One purpose of the UBR is to demonstrate modularity, transportability, and mechanical reconfigurability. Another purpose of the UBR will be to test for RF, acoustic, laser, and Infrared. The material samples and the UBR design will be tested by the Government at WSMR. You will be required to travel to WSMR for the testing of the material sample and to set up your UBR design. Offerors who are successful in material sample testing and UBR design at WSMR, based on established evaluation criteria, will then have their written proposals evaluated. The Government intends to award a cost type contract with firm-fixed price options to one or more offerors. During the cost type portion of the contract, you will develop prototype demonstrators which will be evaluated in a Technical Feasibility Test (TFT). Upon successful TFT, the Government will down select to a single contractor and exercise applicable firm-fixed price options. Due to this new acquisition strategy, anticipated contract award will now be First Quarter FY15. Options are also expected to be exercised in FY15. It is the Government's intention to issue a Draft Request for Proposal (RFP) prior to the Final RFP. The Government intends to hold a pre-solicitation conference following release of the Draft RFP. Please keep in mind that the adjusted acquisition strategy has not been finalized at this time. Final details will be set forth in the Draft RFP. If you previously responded to the Sources Sought Notice posted on March 4, 2013, please indicate your continued interest in the JUTC competition based on this new acquisition strategy by providing an email to sherry.alexander@us.army.mil with a courtesy copy to Mr. Michael Landers (michael.landers@us.army.mil) no later than 3:30 PM Eastern Daylight Time (EDT) on July 31, 2013. Others who have not previously expressed an interest may also do so by providing the following to the emails identified above by the specified time: company name, address, Commercial and Government Entity (CAGE) code, and point of contact with name, title, phone number, and email address. Additionally, please provide a statement indicating if your firm is a large or small business under the previously specified North American Industry Classification System (NAICS) code of 333318 - Other Commercial and Service Industry Machinery Manufacturing. If further information is required, the Government will contact you. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this posting may be used by agencies for planning purposes, but are not offers and cannot be accepted by the Government to form a binding contract. The Government will not pay for any information received or costs incurred while preparing a response to this posting. Therefore, any cost associated with a response is solely at the interested vendor's expense.
