Description
The government proposes to acquire the following purchase request order number D13H5051D1. NOUN: DELAY LINE-EXPANSION LINE for quantity of 10 EACH. National Stock Number: 5999-01-452-8643: part number: 11478675-002. This part will be utilized on the Patriot Missile System (M-D6). Contractor's Tested First Article required for this item. Production lead time with First Article is 140 days after contract award and Production lead time without first article is 70 days after contract award. Fax number: (256) 955-8601. No telephone requests will be accepted. Please include solicitation number and your direct contact information (i.e. email address, mailing address and telephone number). The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of solicitation; however, solicitation will not close prior to the closing date stated above. This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one or limited number of sources. RFP will be issued to: Raytheon CO, Cage 05716 and Phonon Corp, Cage 6Y858, because this part must be acquired on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. All offers must meet prequalification requirements in order to be eligible for award. Firms are encouraged to seek source approval in order to compete for future solicitations by accessing the website www.redstone.army.mil/cmo/ and looking under Qualification procedures for Missile requirements (AMCOM pamphlet 702-1) and policy relating to Source Approval Request (SAR) for Missile requirements. All responsible sources may submit an offer, which shall be considered by the Agency. Drawings, specifications or other technical data are not available and will not be furnished. Foreign Firms are reminded that all requests for solicitation must be processed through their respective embassies. DISTRIBUTION CODE D- THIS ACQUISITION CONTAINS TECHNICAL DATA WHOSE EXPORTS IS RESTRICTED BY THE ARMS EXPORT CONTROL ACT (TITLE 22, USC., SEC 2751 ET SEQ)OR THE EXPORT ADMINISTRATION ACT (TITLE 50, ISC.,APP 2401-2402) EXECUTIVE ORDER 121470. THIS INFORMATION CANNOT BE RELEASED OUTSIDE THE UNITED STATES WITHOUT PRIOR APPROVAL OF THE GOVERNMENT NOTE 22 - The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with limited (2) sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
