- The Bureau of Reclamation, Columbia Basin Project intends to negotiate on a sole source basis with GSA Vendor Northwest Management for the services to complete a fire management plan in conjunction with Agency mandated policy (2010). This intent is in accordance with FAR Part 8.405-6 History: Fire with the Columbia Basin Project area has been and will be a continuing occurrence of both hazards and management tool. In the recent past history it has been relied upon volunteer districts, Department of Natural Resource crews, and Bureau of Land Management resources to attack, suppress, and extinguish wild land fires. Reclamation has mandated the Columbia Basin Project to have Fire Management Plan in place by 2018 dead line. This grant opportunity will enable the CBP to fulfill this mandate ahead of schedule and upon completion have a document that will enable the CBP to manage and apply for fuel reduction funding. Currently, Douglas, Grant, Adams, and Franklin counties are in the process of developing and accepting County Wide Fire Protection Plans. Our document will interface with these county plans to provide a network of direction and protection. This plan will provide the stepping stone of past piece meal protection to a focused and directive plan of protection. The contractor will be required to furnish any and all labor, transportation, equipment, supplies, services, supervision, permits, licenses, and other miscellaneous items necessary to satisfactorily execute and complete the required task of this contract. This task is the Columbia Basin Project Fire Management Plan, which will follow the template of the Inter-Agency Fire Management Plan Template (2009). Northwest Management, Inc. has had numerous contracts of this very nature with the Bureau of Land Management, numerous counties within Idaho and Washington State and is presently working on Douglas County and Franklin County, Washington Fire Protection Plans and Urban Wildland Interface Protection Plans. Much of the work that will go into the Columbia Basin Project Fire Management Plan has been initiated and will be incorporated into our plan, by either reference or expansion of previous study areas. Northwest Management, Inc. provides the highest cost/benefit ratio to Reclamation given the previous work in this arena, area, and discipline. With the amount of work that Northwest Management, Inc. has done for local counties and adjacent landowners, it was further realized that this firm would be the best value and fit to meet the requirements of Reclamation that by the end of fiscal year 2018 or sooner, Fire Management Plans will be developed for all Reclamation lands that contain burnable vegetation (Reclamation, Wildland Fire Management Policy, pg 3, April 2010). Firms believing they can provide the above stated service must provide written notification to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements and meet the following technical requirements: Technical Performance: 1) Vendor will demonstrate their ability to provide technical expertise in fire ecology, fire prevention, fuel load analysis, fire behavior, and asset protection. 2)Experience and Qualifications: Demonstrate and document experience and expertise in Natural Resource Management with a specific discipline towards fire ecology, behavior, and protection. 3)Past Performance: Provide both documentation and references of past contractual performance. This notice is not a request for competitive quotations and award of this requirement will not be delayed to qualify a new contractor.
