- THIS IS NOT A REQUEST FOR COMPETITIVE BIDS OR PROPOSALS AT THIS TIME. *** THIS IS A PRE-SOLICITATION NOTICE ONLY *** The Department of Veterans Affairs, Network Contracting Activity 16, Southeast Louisiana Veteran's Healthcare System (SLVHCS) intends to solicit and negotiate an Architect-Engineer Service, firm-fixed price contract to provide all necessary design/engineering services, investigation, design surveys, verification of as-built conditions, construction drawings, cost estimates, phasing and estimated construction time schedule as required for a fully developed set of construction documents for the necessary site preparation for the building. A Request for Proposals (RFP) for this project is estimated to be released on or about Monday, July 15, 2013. Details of all dates and events, including site visit will be available in the upcoming solicitation. BOX 61011 NEW ORLEANS, LOUISIANA 70161-1011 Project: 629-14-102 NRM Project Site Preparation for Turn Over of VA Facility Architect/Engineer (A/E) SCOPE OF WORK Date: 06/07/2013 BACKGROUND: The Southeast Louisiana Veterans Health Care System plans to vacate the campus of the former VA Medical Center at 1601 Perdido Street, New Orleans, Louisiana and relocate to the new campus at Canal Street. The VA has a Memorandum of Understanding with the City of New Orleans whereby the existing campus will be transferred to the City following the activation of the new Medical Center which is currently planned for February 2016. The VA will be responsible for preparing the site for the transfer of ownership to the City of New Orleans. GENERAL: 1.The Architect/Engineer (A/E) firm shall provide all design/engineering services, investigation, design surveys, verification of as-built conditions, construction drawings, cost estimates, phasing and estimated construction time schedule as required for a fully developed set of construction documents for the necessary site preparation for the building. A/E shall specifically include in the contract documents the requirement for all necessary inspections, re-inspections, certifications, and functional test for a fully operational building that meets all local building codes, NFPA, EPA, Historical Preservation, City of New Orleans and VA requirements. 2.The objective of this project is to prepare the site for the transfer of ownership to the City of New Orleans. This will consist of various tasks including the following: "Preparation of National Environmental Protection Act (NEPA) documentation related to this disposal. "Preparation of coordination documents with the State Historical Preservation office. "Removal of all VA-owned equipment and furniture (which is not excessed). "Abatement of known environmental hazards which need to be addressed including asbestos containing building materials, lead paint, mold, etc. "Removal of VA exterior signage and systems. "Removal and disposal of underground storage tanks and any fuel they contain. "Removal of recent structures and equipment including the Imaging Center, SPS Building, Classroom on 9G Patio, Police Guardshacks, etc. "Locking out and/or tagging out any utility equipment which may not be needed including generators, water pumps, hot water heaters, chilled water pumps, etc. "Transferring all utility meters, telecommunication lines, fire alarm and intrusion alarm systems. "Repair of elevators which were damaged from the flooding caused by Hurricane Katrina. "Repair of air handling units and restoring system to operation. "Final cleaning, sanitizing, and securing of spaces. "Turn over of the VA keying system. 3.The A/E shall review and comply with NFPA, NEC, ASHRAE, VA design guidelines (including VA handbook 0730), VA Design Alerts, VA Master Specifications, NEPA Interim Guidance for Projects, PG-18-17 (rev.) and other documents. VA related information is available on the Internet at following URL: http://www.va.gov/facmgt/standard/index.asp. These documents are comprehensive and may require considerable A/E time to review and edit as appropriate, and as specifically relevant to the project. The A/E shall ensure that all designs are in compliance with these guidelines. Where deviation from guidelines is required, the deviation shall be discussed, resolved and approved by the VA Contracting Officer before design decisions are finalized. 4.The A/E will coordinate all designs with the COR. The COR will coordinate meetings with other Medical Center and Office of Construction & Facilities Management (CFM) personnel, and will accompany the A/E to such meetings. Work will include verification of existing conditions, generation of construction documents including design of protective barriers, infection control, and interim life safety measures as required by NFPA and OSHA to maintain the current level of life safety, and a/e construction period services. 5.The A/E design team shall include the services of licensed architects, mechanical, electrical, civil, structural, fire safety, industrial hygienists, and other engineers as appropriate for the project. Final contract documents shall bear the stamp and seal of the responsible design/engineering professional. 6.The A/E shall structure the Construction documents to include cumulative bid alternate DEDUCTS and insure that the core portion of the project bids within budget. The construction budget shall not exceed $5 million. 7.All designs shall meet applicable national codes and VA design criteria. Drawings shall be 1/8" = 1'-0" scale except for detail drawings which shall be not less than 1/4" = 1'-0". VA standard drawing format (VAF 08-6231) shall be used for all drawings. A/E may select to use AutoCAD version of this form, which is available on request. Drawings shall be provided in AutoCAD 2000. Design specifications shall be provided Microsoft Word version 6.0 or higher. The A/E will provide five (5) sets of completed bound hard-copy blue line drawings and bound specifications (including VA provided General Conditions) for bidding purposes. Provide two (2) "read only" FINAL, construction document CD's. VA guide specifications are available from the Internet from the VA Office of Facilities, Technical Information Library at URL: http://www.va.gov/facmgt/standard/index.asp. VA furnished guidelines (available from the internet) are listed in supplement "B" to SF 252. OVERVIEW OF THE BUILDING AND CAMPUS: The existing campus at 1601 Perdido Street, formerly known as the Veterans Administration Hospital and later as the Department of Veterans Affairs Medical Center, New Orleans, sits on 6.7 acres and consists of Building 1 (Quadrants A through H), Annex to Building 1, Building 6 and several new support buildings. There is a total of 770,000 net usable square feet in ten floors with another 425,000 square feet of parking garage space on eight levels for a total of approximately 1,195,000 total square feet. Quadrants A, B, C and D of Building 1 were the original buildings which were constructed in 1952. There were additional quadrants or wings and renovations added over the intervening years. Building 6 was also constructed in 1952 to house the boiler plant and other operating equipment. Quadrant F was constructed in 1982 to house Research, Laboratory, Radiology, and other patient care services. Quadrants G and H were constructed in 1992 and 1993 as almost independent wings. Quadrant G houses an 8-level parking garage (with approximately 725 spaces) and a two-level Nursing Home Care Unit (which is currently serving as our Primary and Specialty Care Clinics) and Outpatient Pharmacy (first floor). Quadrant H houses Facilities Management which includes Biomedical Engineering, Projects, and Engineering Shops. The Annex is a modular construction was completed in 1997 to house the Emergency Department which was later converted into the Urgent Care Clinic in 2008. Building 6 was recently gutted of the boiler plant equipment and is currently used for storage. A one-story building was constructed in 2008 on a surface-parking lot to house our imaging service with MRI, CT Scanner, and radiographic rooms. A new 4,000 square foot building was constructed in 2011 to house our Sterile Processing Service (SPS). Hurricane Katrina Flooding Damage The Basement and Sub Basement areas of Quadrants A through F were flood damaged subsequent to Hurricane Katrina. This flooding caused complete failure of the fire alarm and sprinkler systems and loss of domestic water, sewer, medical gas systems, chilled water plant, major portions of the electrical distribution systems, air handlers servicing portions of the 1st floor, elevators, and other infrastructure. For this reason, the area shown in pink below is almost completely unoccupied although repairs have recently been made to the fire alarm and sprinkler systems. Several areas have been abated for mold, cleaned and cleared of furniture and equipment, and are ventilated to prevent mold growth. The first floor of the Quad F building is currently being renovated to house a Community Resource & Referral Center. Chilled water is currently being supplied to the medical center from the Entergy Plant on Perdido Street via two 14" mains. There is no hot water or steam provided to the unused areas of the facility. Small packaged boilers have been installed in the G Quad Hot Room to provide hot water to the 9th and 10th floors of the G and H Quadrants and a new gas-fired hot water heater is being added in the basement of Quad F. There are two 600 kilowatt generators, one 440 kilowatt generator, and one 100 kilowatt generator that provide emergency power to the campus. Historical Consideration In January, 2006, the State Historic Preservation Office (SHPO) accepted the assessment that the New Orleans Medical Historic District was potentially eligible for listing in the National Register of Historic Places. The Veterans Affairs Hospital is considered as a contributing factor to the Historic District because it displays elements of the "International Style" which was popular for hospital architecture during the period of the 1950's characterized by flat roofs, minimal exterior ornamentation, monolithic volumes, monochromatic color scheme, bands of windows, and flat roof overhangs over windows and doors. The historical nature of the property will require coordination with the SHPO for any proposed future site development or improvements. Recent Improvements In an effort to improve the safety and security of the site and to prevent further deterioration to the buildings and interiors following the flooding to the basement and sub basements after Hurricane Katrina, the Department of Veterans Affairs has invested in a series of projects which were identified as shut down projects by the VA Office of Construction & Facilities Management (CFM). These improvements included the following actions: "Replacement of roofs on F, G and H Quadrants and repair of other damaged roofs on the other quadrants. "Repair and replacement of the fire alarm and sprinkler systems and replacement of the fire pump serving Quadrants A,B,C,D, E and F. "Installation of a new fire pump for Quadrants G and H. "Correction of fire walls in the basement and sub basement and removal of toilets and plumbing fixtures throughout Quadrants A,B,C,D,E and F. "Mold remediation, cleaning of all spaces, and removal of furniture and equipment. In addition to these shut down actions, the VA has accomplished several capital investments to restore patient services to our Veterans and improve infrastructure to the occupied areas on the campus. "Construction of a one-story modular building to house imaging equipment. "Construction of a new Outpatient Pharmacy in the first floor of the G Quadrant. "Renovation of the elevators in G and H Quadrant. "Construction of a one-story building to house Sterile Processing Service. "Division of patient rooms on the 9th and 10th floors of the G Quadrant to provide additional exam rooms. REVIEWS: 1.There will be three (3) formal reviews. One at the DESIGN DEVELOPMENT (DD) phase (initial) (25%) and two (2) at the CONSTRUCTION DOCUMENT (CD) phase (65% and 100%), and/or at other appropriate review points as the project progresses. 2.The initial DD review documents (conceptual submission) shall be submitted one hundred twenty (120) calendar days after the notice to proceed. The final DD review documents shall be submitted seven (7) calendar days after acceptance of the initial submission. 3.The 65% CD review documents shall be submitted one hundred twenty (120) calendar days after VA acceptance of the final DD documents and shall incorporate any notes or changes made by the VA to the DD package. 4.The 100% CD review documents shall be submitted one hundred twenty (120) calendar days after VA acceptance of the 65% documents and shall incorporate any notes or changes made by the VA to previous submissions. 5.The A/E shall supply five (5) full size copies of drawings, one (1) copy of marked up/edited specifications and two (2) copies of detailed cost estimates for each formal review. Review meetings with the VA Medical Center staff will be scheduled within one week after delivery of review documents to VA. A/E will provide color renderings of the proposed project work - revised as per VA comments - at each DD submission. The A/E shall incorporate any comments, notes or changes provided at the review meeting into the next review package. Within five working days after formal VA review meetings, the VA will return "marked-up" plans and specifications to the A/E firm, along with the comments corrections, and recommendations made during the formal review meetings. Informal intermediate, informational submissions are suggested, but NOT required. CONCEPTUAL REVIEW: A conceptual review will be held prior to beginning any design work (but after the A/E has completed its site investigation) with selected VA Medical Center and CFM staff to ensure an understanding of the project between VA and the selected A/E firm. At this review the A/E firm shall present its program, methods, and schedule for accomplishing the work described under this work statement, along with a sketch or schematic of the intended design. DESIGN DEVELOPMENT REVIEW (25%): 1.Specifications: Submit two (2) copies of "red lined", marked-up VA Master specifications. 2.Drawings: Provide five (5) copies of plans showing all necessary alterations to existing areas affected by this project, including all work in the ceiling spaces of the area(s) below the primary project's site. 1/8" scale double line architectural drawings will be required at this stage. Areas of critical importance shall be detailed at not less than 1/4" scale. Mechanical and electrical drawings will show scaled layouts of plumbing, ventilation, HVAC and electrical work indicating basic sizes and location. Single line layout of details and schedules will be acceptable for this review. Provide HVAC load calculations. These drawings will be delivered to the contracting officer. 3.Estimates: Provide one (1) copy of the Construction Cost Estimate based on the VA approved preliminary estimate and updated by the A/E firm to show any current changes in construction cost as stated in the "ESTIMATE" section of this work statement. 4.Phasing: Furnish five (5) copies of a proposed phasing plan for the project that will minimize impact on Medical Center, and as approved by the Medical Center Director. A/E shall note on all related drawings and specification sections: All utility shutdowns, for project related work shall be coordinated with the COR and the Medical Center between 7:00 AM and 5:00 PM, Monday through Friday. Contractor shall provide all necessary labor, materials, tools, equipment and supervision to accomplish tie-ins and shutdowns. CONSTRUCTION DOCUMENT REVIEWS (65% and 100%): 1.Specifications: Furnish two (2) copies, typed and bound in final format, to include the contract special provisions. Provide index pages as required. 2.Drawings: Furnish five (5) complete sets of drawings, including all necessary details and schedules. The single-line layouts will have been transformed to full scale, double-line drawings. Single line drawings of any system will NOT be acceptable for the 100% review documents with the exception of the electrical wiring drawings. 3.Estimate: Furnish two (2) copies of the complete and detailed construction estimate. Follow general guidelines indicated below in the "ESTIMATE" portion of the work statement. ESTIMATES: The A/E firm will make use of the construction budget to derive the 65% and 100% construction cost estimates. All estimates shall be current as of the date of submission escalated to the date of award. Show unit quantity, unit measure, unit cost, and total cost of labor and materials for each subheading. Electronic spreadsheet format is suggested. All costs will include insurance, taxes and applicable subcontractor's markup. Use wage rates that reflect current local Davis Bacon wages. Price materials and equipment at the contractor's purchasing level. Sales tax, when applicable, will be added to the material and equipment costs. Estimates should include an appropriate percentage for overhead and profit. CONSTRUCTION PERIOD SERVICES: 1.Review and comment on contractor's submittals, shop drawings, etc., with recommendations for approval/rejection to VA. NOTE: VA is approving authority; A/E recommends subsequent VA actions. 2.Site visits, ten (10) required, when requested by VA, in accordance with the A/E contract, each to be followed with a written field report including; the reason for the site visit, problem analysis, recommendations, sketches and cost estimate as appropriate or deemed necessary by VA. Payment for such visits will not be made without proper field reports. AS BUILT DRAWINGS: 1.After completion of the project construction, revise the entire set of reproducible drawings and the AutoCAD CD disks showing any changes from original design. The VA shall provide marked-up working drawings and/or change order documentation as received from the construction contractor. A note for the requirement of accurate As-Built drawings is to be clearly shown on each sheet of the construction drawings. The complete set of "as-built" reproducible (Mylar) drawings and writeable AutoCAD CD disks will be delivered to the Chief, Facilities Management Service. The reproducible as-built drawings will be delivered in good condition, inside of a protective drawings mailing tube, and with an appropriate cover letter. SUPPLEMENT B TO SF 252 Prior to beginning design, the A/E shall review each reference listed below. The A/E and the assigned government Contracting Officer's Representative (COR) will determine which references are applicable to this design. Existing VA record drawings may not indicate actual existing conditions and should be considered a guide only. At A/E's request, VA will provide appropriate record drawings. By doing so it is anticipated that a wider exposure to potential project work will result in savings for the government, and increase the efficiency of project delivery. Requirements: All contract drawings shall be provided to the Southeast Louisiana Veterans Health Care System in both AutoCAD (.dwg) format (release 2004 or higher) and CALS (.cal) format for all design submissions and for final construction documents. The CALS driver is an AutoDesk raster printer driver and is a built-in feature of AutoCAD 2004. This CALS driver is used by AutoCAD to convert all vector drawings into raster images (black & white) to be used for possible electronic bidding by the Southeast Louisiana Veterans Health Care System. This raster format can then be viewed and printed by ANY potential bidder by first downloading the free FastBid Index client viewer at www.fastbid.goe.to. The A/E must ensure that ALL drawing information is clearly defined in the CALS format, since solid fills with lines in the middle and layers with different percent masking are NOT printed in color and certain features are lost when printing in raster format. It is the responsibility of the A/E to require ALL of their consultants to follow these guidelines, to ensure ALL contract drawings are clearly legible in this new electronic bidding climate.
