Description
DESCRIPTION OF PROPOSED SERVICE: NOTICE: Only local sources will be considered under the resulting Request for Proposal (RFP). Local sources are sources (e.g. corporations or partnerships) that are physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan, the type of work specified in the solicitation. Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contract. In addition, prior to award of the contract, offeror must be registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits to perform work required under the solicitation. PROJECT INFORMATION: Contractor shall be able to correct erosion and stabilize existing slopes due to two slope failures. Landslides have caused red soil erosion and run-off near Landing Zone (LZ) Starling, Central Training Area (CTA). Both slope failures are adjacent to Katabaru Dam and further soil erosion will cause direct soil run-off to its reservoir. Objective of this project is to secure road safety and prevent further slide and erosion by stabilizing the slopes to be in compliance with Japan Environmental Governing Standards (JEGS) Chapter 13 and Okinawa Prefecture Government (OPG) Ordinance No. 36. Work performance for this project will be conducted at a location near LZ Starling, CTA, Okinawa, Japan. The Contractor must be capable of performing the following fieldwork requirements and employ field work plan specifications to complete stabilizing slopes: (1) Coordinate with installation point of contact to obtain necessary permits and authorization prior to fieldwork. (2) Prepare & clean worksite; remove and dispose of debris and trash. (3) Stabilize eroded slopes and repair the damages of the retaining wall by employing a soil nailing method with high-strength vegetation mat and large sandbags. (4) Restore the field used to perform the work (e.g. staging area to its original condition). Provide sods or hydro-seeding if the vegetated field is disturbed. (5) Take counter or/and preventive measures in accordance with the latest JEGS and local Government criteria for any environmental incident (e.g. spillage or soil run-off) caused at the work site. The total estimated cost for this project is between the range of 10,000,000 - 25,000,000 Japanese Yen (Approximately, $100,000 - $250,000 US Dollars) SOLICITATION INFORMATION: The Government anticipates issuing a solicitation no later than 30 July 2013 for this requirement. Traditional hard copies of the plans and specifications for this project will not be available for distribution.
